Many important targets achieved and exceeded
Mr. Vo Trong Hai - Chairman of Ha Tinh Provincial People's Committee shared that in 2024, out of 28 main targets for socio-economic development, Ha Tinh province has 26 targets achieved and exceeded. Of which, 15 targets were achieved, 11 targets exceeded the plan and 2 targets were not achieved: economic growth of 7.48% (plan to increase by 8 - 8.5%) and the rate of communes, wards and towns meeting the standards of comprehensively strong foundations reached 96.76% (plan to reach 98%).
According to Mr. Hai, the economic growth target set for 2024 is quite high to strive for. This target should have been achieved. However, due to objective and force majeure factors, the Formosa Ha Tinh Steel Corporation's Steel Plant is maintaining its hot rolling line, and the Vung Ang I Thermal Power Plant is maintaining Unit 2. "If these force majeure factors are excluded, industry can increase by 7.49% and the overall growth of the economy can reach 8.43%, achieving the set plan of 8-8.5% growth" - Mr. Vo Trong Hai shared.
The scale of Ha Tinh's economy in 2024 will reach 113,000 billion VND, an increase of 10,000 billion VND compared to 2023. The economic structure will shift slightly from agriculture to industry and services. Specifically, industry - construction accounts for 41.9%, agriculture 13.4%, services 44.7%.
The annual budget revenue is estimated at VND 17,900 billion, reaching 102% of the estimate. Of which, domestic revenue reached VND 9,600 billion, reaching 119% of the estimate, equal to 105% of the previous year. The total implemented social investment capital increased significantly, estimated at VND 55,524 billion, reaching 116% of the plan, up 6% compared to 2023.
Disbursement of public investment capital, according to the Chairman of the People's Committee of Ha Tinh province, Ha Tinh province exceeded the target assigned by the Prime Minister by reaching 108%, ranking 5th among provinces and cities nationwide and ministries and branches. However, the disbursement of local public investment capital by the end of 2024 is expected to reach 80%, which is not good, due to some difficulties, prolonged investment procedures, unfavorable weather affecting project progress, thereby affecting disbursement results.
“The results of site clearance for key national projects such as the North-South Expressway and the 500kV line 3 project in Ha Tinh province have been good and have been commended many times by the Prime Minister,” Mr. Hai shared.
Agriculture has a good harvest and good prices. The 2024 Spring and Summer-Autumn rice crop has the highest yield and output ever, with the total annual food output reaching 667,000 tons (an increase of 20,000 tons compared to 2023).
Regarding new rural construction, Ha Tinh currently has Huong Khe district as the last district expected to reach the finish line in 2024. The dossier and procedures are being submitted for the Central Government to recognize the standard. When Huong Khe district reaches the standard, all districts will have reached the new rural finish line. According to the plan, by the end of 2025, Ha Tinh will complete the criteria to achieve the new rural province.
Services and tourism grew quite well. Total retail sales of goods and services are estimated at over VND 70,000 billion, up 17%; revenue from tourism, food and beverage, and travel is estimated at over VND 8,538 billion, up 12% compared to 2023.
In 2024, Ha Tinh province will establish 1,250 new enterprises and affiliated units, bringing the total number to nearly 12,500 enterprises and affiliated units in the province today.
In terms of culture, the Tomb and Memorial Site of Le Huu Trac in Huong Son District were ranked as a special national monument by the Government. Ha Tinh successfully organized activities to celebrate the 120th anniversary of the birth of General Secretary Tran Phu, the 110th anniversary of the birth of Hero Ly Tu Trong, the 300th anniversary of the birth of Hai Thuong Lan Ong Le Huu Trac, and the 10th anniversary of the recognition of Vi and Giam folk songs by UNESCO.
Regarding Education, in the 2023-2024 school year, Ha Tinh ranked 7th nationwide in terms of average high school graduation exam scores; 10th nationwide in terms of the number of students winning national prizes, and for the third consecutive year winning international Olympic medals.
The health sector has done a good job of taking care of people's health. By the end of 2024, there will be 31.5 hospital beds/10,000 people, 11.6 doctors/10,000 people (meeting and exceeding the set target). Labor and employment work has achieved positive results, social security is taken care of. In 2024, jobs will be created for 23,500 people (the plan is 23,000 people). The poverty rate will decrease by 0.6%, meeting the plan.
In 2024, complete the construction of 307 solid houses, mobilize nearly 850 billion VND in social capital to build 105 community cultural houses and 8,126 solid houses; complete the program to support 1,000 houses of the Ministry of Public Security and receive support of 500 houses of the Ministry of National Defense for poor households.
Many advantages to grow
Mr. Vo Trong Hai - Chairman of Ha Tinh Provincial People's Committee - informed that in 2024, Ha Tinh's investment attraction will continue to flourish when approving the policy of 21 investment projects with a total capital of more than 17,500 billion VND (5.3 times higher than the registered capital in 2023). In total, Ha Tinh province currently has nearly 1,550 projects with a scale of 530,000 billion VND (an increase of 8% in quantity and 20% in capital compared to the beginning of the term).
“On December 8, the VinFast Electric Car Factory Project of VinGroup was launched in Vung Ang Economic Zone. This is a project with a total investment of 7,300 billion VND. According to the plan, phase 1 will be completed in July 2025 with a production capacity of 300,000 vehicles/year, then increased to 600,000 vehicles/year. This is the largest electric car factory in Southeast Asia. When put into operation, the factory will create nearly 6,000 jobs for local workers, which can increase to over 15,000 jobs in the next phase. The project will contribute to significantly increasing the province's budget revenue,” Mr. Hai excitedly shared.
In addition, according to Mr. Hai, Vung Ang II Thermal Power Plant with a total investment of more than 2.2 billion USD is basically completed, preparing to operate Unit 1 in June 2025, completing and putting both units into operation from October 2025, also contributing to increasing budget revenue and economic growth for Ha Tinh province in 2025 and the following years.
The Lithium Battery Factory with a total investment of nearly 6,330 billion VND is currently conducting a trial run to produce electric car battery cells; VSIP Industrial Park (IP) started construction in June 2024; Vinhomes Vung Ang Industrial Park and Gia Lach Industrial Park expansion have been approved by the Prime Minister for investment policy... are advantages to attract investment, increase budget revenue, and promote economic development of the province.
According to the Chairman of the People's Committee of Ha Tinh province, the task in 2025 is very heavy when it is necessary to focus on socio-economic development to complete the 2025 plan and the plan for the entire period of 2021 - 2025. At the same time, it is necessary to focus on streamlining the apparatus, handling redundant staff after the rearrangement of administrative units and streamlining the apparatus; handling redundant headquarters and public assets to avoid waste...
To develop the province's socio-economy, Ha Tinh will strengthen investment promotion and attraction activities. Focus on building a synchronous infrastructure system, especially urban and traffic infrastructure. Promote the cultural values and people of Ha Tinh, comprehensively and harmoniously develop socio-cultural fields, improve people's lives, ensure social security; promote the application of science and technology, promote innovation and digital transformation.
