Vice Chairman of Hanoi People's Committee Nguyen Trong Dong has just signed a decision to hand over 50,456.59m2 of land (complete site clearance) in Tan Lap commune, Dan Phuong district to Dia Investment Joint Stock Company to implement the project of constructing part of the road connecting to Hoang Quoc Viet extended road, the section passing through the New Life Urban Area Project - Sunshine Grand Capital (Dan Phuong district).
The location, boundary, and area of the land area for project implementation are determined on the map of completed site clearance confirmed by the People's Committee of Dan Phuong district with the document dated January 21, 2025 and the sketch and coordinates of the land boundary issued by the Department of Mapping and remote sensing - Department of Natural Resources and Environment on February 14, 2025.
The State allocates land without collecting land use fees. DIA Investment Joint Stock Company is responsible for investing in synchronous construction according to the approved road plan, after completion of construction, it will be handed over to the People's Committee of Dan Phuong district for management according to regulations.
Dia Investment Joint Stock Company is responsible for contacting the Department of Natural Resources and Environment to receive land handover on site. Organize implementation according to approved investment projects; coordinate with agencies, units and related project investors to build and synchronously connect the technical infrastructure of the investment project with the surrounding area in accordance with approved planning. Coordinate with the People's Committee of Dan Phuong district to carry out procedures for establishing public ownership of loads of goods voluntarily transferred by enterprises to the State according to regulations.
The People's Committee of Dan Phuong district is responsible for coordinating with DIA Investment Joint Stock Company during the project implementation, ensuring synchronous connection of technical infrastructure for the entire road section in the district; supervising and inspecting the management and use of allocated and leased land within the boundary and boundary markers to ensure proper purposes; ensuring environmental sanitation, fire prevention and fighting according to the provisions of the Vietnam Construction Regulations.
The Hanoi Land Registration Office updates the registration of land use rights, completes procedures for registration of changes, and edits land changes in cadastral records according to regulations.
Within 12 consecutive months from the date of receiving the land handover on site, DIA Investment Joint Stock Company must put the land into use; in case of not putting the land into use or the land use progress is 24 months later than the progress recorded in the investment project from the date of receiving the land handover on site, DIA Investment Joint Stock Company will be extended for 24 months. After the extension period, if DIA Investment Joint Stock Company has not yet put the land into use or has not used the land in accordance with the content, the City People's Committee will reclaim the land without compensation for the land, assets attached to the land and the remaining investment costs on the land.
In the 2025 land use plan of Dan Phuong district that has just been approved by the Hanoi People's Committee is the real estate project of the New Life Urban Area - Sunshine Grand Capital, with an area of 38.9 hectares invested by Dia Investment Joint Stock Company.
The project has a total investment of nearly VND 14,000 billion, expected to be handed over in August 2025.
