The Department of Home Affairs said that the spirit of urgency is in accordance with the general policy but also needs to be cautious, follow the instructions, not disrupt and ensure the apparatus after the merger operates effectively and efficiently.
Up to now, the preliminary number at the provincial level is 134 people with applications for early retirement according to Decree No. 178/2024/ND-CP dated December 31, 2024 of the Government. The district level has 101 people and the commune level has 19 people with retirement decisions under the above-mentioned 178 regime.
Units with many cadres, civil servants, public employees, and contract workers applying for early retirement include: Transport Inspectorate, Social Protection Center, Lam Control Department, Drug Rehabilitation Center No. 1, Thieu Hoa District People's Committee...
It is known that in order to have a source of funding to implement the regimes and policies according to Decree No. 178/2024/ND-CP dated December 31, 2024 and Decree No. 16/2025/ND-CP dated February 4, 2025 of the Government, the Thanh Hoa Department of Finance has sent a document to the Provincial People's Committee to report to the Ministry of Finance, proposing the need for additional funding in 2025.
Accordingly, the additional funding demand is nearly 796 billion VND, of which the budget for implementing policies and regimes for people retiring early and quitting work under Decree No. 178 is more than 583 billion VND; the additional funding due to the Government's adjustment of the allowance level under Decree No. 16 is more than 212 billion VND.
In recent years, Thanh Hoa has been a province that has taken the lead in implementing the merger of communes and villages.
Accordingly, before 2017, the whole province had a fairly large administrative unit system at the commune and ward levels, with 27 districts, towns, cities and 633 communes, wards and towns.
From 2017 to present, Thanh Hoa has merged 143 communes to establish 67 communes, reducing 76 communes; merged 3,172 villages and residential groups, established 1,522 new villages and residential groups, reduced 1,620 villages and residential groups, and is one of the localities that have arranged the most commune-level and village-level administrative units in the country.
During that process, 9,902 cadres, civil servants, and part-time workers at the commune level were reduced (commune cadres were reduced by 541 people, commune civil servants were reduced by 2,556 people, and part-time workers were reduced by 6,805 people).
Therefore, up to now, Thanh Hoa has 26 districts (including: 2 cities, 2 towns and 22 districts). With a total of 547 administrative units at ward and commune level (including: 32 towns, 63 wards and 452 communes).
