According to the leader of Khanh Hoa Provincial People's Committee, in the past few days, the number of documents requesting to resolve policies and regimes with the time of requesting to resolve resignation in August 2025 or from September 1, 2025 has been very large, increasing dramatically. Especially policies and regimes according to Decree No. 178/2024/ND-CP, Decree No. 67/2025/ND-CP.
To avoid local surplus and shortage of personnel in the province, especially during the period when the model of the two-level local government apparatus has just begun to operate and gradually stabilized.
To ensure the settlement of policies and regimes in accordance with current legal regulations, the Provincial People's Committee reported to the Standing Committee of Khanh Hoa Provincial Party Committee for consideration and issuance of documents directing and rectifying agencies, organizations, units and localities on a number of contents.
In particular, the determination of subjects applying policies and regimes according to Decree 178, Decree 67 must strictly comply with current legal regulations and professional orientation and guidance documents of the Ministry of Home Affairs. Agencies, organizations, units and localities are responsible for researching, reviewing and identifying the subjects proposed to resolve policies and regimes in accordance with regulations.
When proposing subjects for policy and regime settlement according to Decree 178, Decree 67, agencies, organizations, units and localities must express in writing the content of the assessment and classification results for the last 3 years of the proposed case.
At the same time, review, identify, and ensure that the proposal to resolve policies and regimes will not affect the professional work of agencies, organizations, units, and localities.
In case after the competent authority resolves policies and regimes at the request of the agency, organization, unit or locality, and this proposal is determined to be the cause of human resource shortage, directly affecting operations, the collective leadership, management and head must be responsible to the competent authorities and be considered and held responsible according to regulations.
Agencies, organizations, units and localities must make a list of subjects and estimate funding for implementing policies and regimes to be responsible before the law for subjects proposed to enjoy policies and regimes; information and components of the settlement dossier must be complete, ensuring honesty and responsibility for keeping the dossier in accordance with the provisions of law.
According to the Khanh Hoa Department of Home Affairs, Conclusion No. 183-KL/TW issued by the Politburo has the following directive content: "Assign ministries, departments, branches and localities: Direct the handling of and final settlement of regimes and policies for cadres and civil servants affected by the organizational arrangement before August 31, 2025; after this time, it will end...". Through the study, the unit found that there were problems and unclear issues with the above content. On August 4, 2025, the Department of Home Affairs issued Official Letter No. 1031/SNV- TCBC&CCVC reporting, asking for guidance from the Ministry of Home Affairs.
Before the merger of provinces, Khanh Hoa had 139 cases where policies and regimes had been resolved according to Decree 178, Decree 67.
Ninh Thuan province has resolved policies and regimes according to Decree 177, Decree 178, Decree 67 for 428 cases. Of which, there are 53 cases under the management of the Provincial Party Committee Standing Committee.
