On November 22, Mr. Nguyen Manh Quyen - Vice Chairman of Hanoi People's Committee signed Decision No. 6068/QD-UBND, on declaring an emergency situation of landslides on the right dikes of Bui, Bui 2, Go Khoam, and landslides on the banks of Bui River in Chuong My district.
According to the decision, the landslide on the right bank of Bui in the communes of Tan Tien, Hoang Van Thu, Tot Dong, My Luong with a total length of about 875m and water leakage through the culvert body at 3 locations in My Luong commune.
Landslides on dike slopes, dike bodies, and dike surface cracks on Bui 2 dike route at 9 locations in Hoang Van Thu, Nam Phuong Tien, and Tan Tien communes with a total landslide length of about 600m.
Landslide of Go Khoam dike in My Luong commune with a total length of about 3,700m and 4 weak and damaged culvert locations: Go Khoam pumping station discharge culvert at Km0+500, culvert across Go Khoam dike at Km0+884, regulating culvert at Km1+690, regulating culvert at Km2+600. - Landslide of the left bank of Bui river in Xuan Mai town, Dong Phu; Landslide of the right bank of Bui river in Thuy Xuan Tien commune, Hong Phong with a total length of 1,620m.
Currently, the incidents of landslides on the dike slopes, dike bodies, and cracks on the dike surfaces on the right dikes of Bui, Bui 2, and Go Khoam, and landslides on the banks of the Bui River in Chuong My district in both width, depth, and length during storms and rains pose a risk to the safety of the dikes, directly affecting the safety of people and vehicles participating in traffic; directly affecting households living close to the banks of the Bui River in the landslide area.
Accordingly, the Hanoi People's Committee assigned the Chuong My District People's Committee to preside over and coordinate with the Department of Irrigation and Disaster Prevention and Control to maintain warnings and implement measures to ensure safety for dykes, people and property of people living along the river, people and vehicles participating in traffic on the dyke in the landslide area.
Continue to organize the first hour handling according to the 4-on-site principle, implementing appropriate reinforcement measures to minimize the development of the above landslides.
Strengthen inspection, regularly and closely monitor the incident. In case of detecting a risk of dike safety, immediately report to the Steering Committee for Natural Disaster Prevention, Control and Search and Rescue of Hanoi City.
Propose measures to respond to natural disaster emergencies; study measures to ensure safety for dikes, people and property of people living in riverbank landslide areas and in accordance with flood prevention and dike planning of dikes and rivers (structural measures, non-structural measures...).
The Department of Agriculture and Rural Development is assigned to proactively coordinate with the People's Committee of Chuong My district to closely monitor the landslide developments, organize the first-hour handling according to the 4-on-the-spot principle, implement appropriate reinforcement measures to minimize the development of incidents; widely announce the above emergency situation.
