On March 1, Thanh Hoa Provincial Police informed that to ensure the task of issuing criminal records is not disrupted and not interrupted, affecting the legitimate rights and interests of the people, the Provincial Police have coordinated with the Department of Justice to prepare conditions to transfer the status quo of functions and tasks of State management of criminal records and perform public services for issuing criminal records, including: state management tasks of criminal records, the system of issuing criminal records, the Judicial Records Database, documents and processes related to management and issuance of criminal records from the Department of Justice to the Provincial Police.
Based on the assigned functions and tasks, the Provincial Police have selected officers to take on the task, go to the Department of Justice to learn and exchange professional skills in receiving and implementing procedures related to the issuance of criminal records; coordinate the review and statistics of documents... to ensure immediate handover when there is a decision from the competent authority; closely coordinate in training and guiding officers of the Provincial Police during the actual process at the Department of Justice.
From March 1, Thanh Hoa Provincial Police will perform the function and task of issuing criminal records to citizens. People can submit a request for a criminal record directly at the headquarters of the Provincial Public Administration Center or submit online via the VneID application (for people with a level 2 electronic identification account) or through the city's public service portal.
According to regulations, when working on VNeID, the criminal record form is issued in electronic form (digitally signed by a competent person) with legal value like a paper copy. In addition to the electronic version issued on VNeID, if needed, people can choose to receive additional paper copies paid directly or via postal service.
Judicial records are documents issued by the judicial records database management agency with the value of proving whether the individual has or not a record; is prohibited or not prohibited from holding positions, establishing or managing enterprises and cooperatives in cases where enterprises and cooperatives are declared bankrupt by the court.
