According to the People's Committee of An Giang province, the APEC 2027 Conference is a particularly important political and foreign affairs task assigned by the Party and State to the province to host in Phu Quoc special zone. Recognizing the importance of this event, immediately after completing the work of provincial planning, construction planning and related planning for the period 2021 - 2030, with a vision to 2050, the province has focused on reviewing, adjusting and approving plans as a legal basis for the implementation of infrastructure projects, services and space for organizing the Conference, while ensuring a long-term and sustainable socio-economic development orientation for the whole province.
Up to now, An Giang province has basically completed the adjustment and supplementation of key plans (the Decision to adjust the Kien Giang Provincial Planning (before the merger) for the period 2021-2030, with a vision to 2050 has been issued; approved the local adjustment of the Phu Quoc Special Zone Master Plan to 2040 to add 23 locations to build projects to serve the APEC Conference (13 locations) and other projects for sustainable development of Phu Quoc in the coming time (10 locations).
The province has completed key planning procedures for the remaining project location (Duong Dong 2 Lake), maintained project progress; proactively ensured material sources; established a special working group on land and a "green channel" management mechanism. These steps create momentum to complete the legal documents of the remaining projects, eligible to start construction in November 2025.
The planning work has been implemented synchronously, in accordance with legal regulations, ensuring inheritance, connectivity and feasibility, as a foundation for implementing key investment projects to serve APEC 2027 and promoting sustainable socio-economic development for Phu Quoc special zone and An Giang province in the long term.
Informing about the progress of implementing 21 projects to serve the APEC Conference, the Department of Construction of An Giang province said: Group 1, consisting of 10 public investment projects, the province has issued all 9/9 orders to build emergency works. There are 8 projects that have been approved for project investment and contractors selected and are under construction. For the remaining 2/10 projects, including the Duong Dong 2 Reservoir Project, local adjustments to the general planning have been approved. The province has issued a Decision approving the zoning plan for Duong Dong 2 Lake Area, Phu Quoc Special Zone, An Giang Province, at a scale of 1/2000.
The People's Committee of An Giang province has sent a report to the Ministry of Finance on the Urban Metro Line 1 Project. In which, it is agreed to determine the capital structure as: State capital does not exceed 70% of the total investment of the project (equivalent to about VND 6,300 billion), investor capital is not lower than 30% of the total investment of the project (equivalent to about VND 2,700 billion). The project has been approved by the An Giang Provincial People's Council for investment.
Group 2 includes 11 investment projects under the public-private partnership (PPP) and business investment methods: There are 7 projects that have selected project investors, and 4 projects that are in the process of selecting investors.
Director of the Department of Construction of An Giang province Le Viet Bac said: On September 24, the Provincial People's Committee held a groundbreaking ceremony and started 10 projects to serve the APEC 2027 Conference. For the remaining projects, the province will urgently complete them, ensuring project approval and starting construction in November 2025. In particular, Phu Quoc International Airport is being constructed urgently, ensuring progress.
