The Phan Van Hon parallel road construction project is one of many traffic infrastructure projects that have just been called for investment by the Ho Chi Minh City People's Committee in the 2026 - 2030 period.
The Phan Van Hon parallel road is about 8.5 km long, 30 m wide, stretching from National Highway 1 to Ring Road 3 of Ho Chi Minh City. The total estimated investment is about 3,720 billion VND.
The project belongs to the Ho Chi Minh City Transport Infrastructure Development Project for the period 2020 - 2030. Currently, the Ho Chi Minh City Traffic Works Project Management Board is preparing a dossier proposing investment policy to submit to competent authorities for consideration.
Previously, in 2015, the project to upgrade and expand Phan Van Hon street was approved for investment policy by the Ho Chi Minh City People's Council, expected to be implemented in the period 2016 - 2021. However, the project could not be implemented due to difficulties in capital sources.
While waiting for official investment, the existing Phan Van Hon road is constantly overloaded, frequently congested and affected by flooding.
Faced with this situation, Urban Traffic Management Zone No. 3 (now under the Road Traffic Infrastructure Management Center, Ho Chi Minh City Department of Construction) has carried out temporary repairs, expanding the road surface to about 8 m, along with sidewalks 1.5 m on each side.

However, temporary solutions only help partially improve the immediate situation, while the traffic volume continues to increase rapidly, causing the road to become increasingly overloaded.
According to the Ho Chi Minh City Department of Construction, the plan to build the Phan Van Hon parallel road is considered a more suitable and feasible solution than expanding the existing route, due to limitations in site clearance and population density along the route.
Notably, the new road mainly passes through agricultural land areas, with few construction projects, which is favorable for site clearance, thereby shortening the project implementation progress.
When completed, the Phan Van Hon parallel road will help share traffic volume with the existing route, contributing to reducing congestion in the Northwest gateway area of Ho Chi Minh City, while creating motivation for urban development and improving land value on both sides of the route.
