On the afternoon of February 26, at a press conference providing information on socio-economic issues in the area, the Ho Chi Minh City Department of Home Affairs informed about the implementation of administrative reform in 2026 of the city.
According to the Department of Home Affairs, 2026 is identified as a pivotal year for Ho Chi Minh City to create a foundation for implementing the development goals of the new stage. In that context, administrative reform is no longer an isolated task but becomes a central driving force to promote sustainable growth, associated with building digital government, putting people and businesses at the center, taking satisfaction as a measure of service quality and assessing the responsibility of cadres, civil servants, and public employees.

Closely following the theme of 2026, the Ho Chi Minh City People's Committee has issued an administrative reform plan with 92 tasks in 6 key areas, assigned to ensure synchronous, effective and feasible implementation in practice.
The city sets a target that by 2026, the indicators related to administrative reform will be in the top 10 leading localities in the country; the satisfaction level of people and businesses will reach 96% or more.
To achieve the set goals, Ho Chi Minh City is implementing a series of synchronous solutions. In which, the city reviews 100% of guiding documents, organizes the implementation of the Party's guidelines and State laws to promptly amend and supplement them to suit reality.
Administrative procedure reform continues to be promoted with the requirement to cut at least 50% of the time and costs of procedure compliance. All eligible administrative procedures will be provided online on the entire process; at least 80% of dossiers will be processed entirely online; 100% of procedures do not depend on administrative boundaries and the on-time resolution rate reaches 98% or more.

In parallel, the city implements 100% digitization of dossier components and results of administrative procedure settlement, reusing digital data to reduce the requirement for people and businesses to provide information already available in national databases.
One of the focuses of 2026 is to reform the organizational structure towards streamlining, effectiveness, efficiency, closely linked to the application of science and technology and digital transformation. This is considered a key solution to optimize processes, reduce intermediate focal points, save costs and improve service quality.
The city also focuses on improving the quality of the contingent of cadres, civil servants, and public employees, especially at the grassroots level, through professional training and fostering, and innovating management methods in the direction of taking work efficiency as a measure.
In 2026, the Ho Chi Minh City Department of Home Affairs is assigned to advise on many important tasks, including successfully organizing the election of National Assembly deputies of the 16th term and People's Council deputies at all levels for the 2026-2031 term in the role of the Standing Agency of the Election Commission.
In addition, the sector continues to review and consolidate the organizational structure, innovate the management of cadres, civil servants, and public employees; strengthen public service inspection, tighten discipline and administrative order; simplify procedures, and improve the satisfaction level of people and businesses.
