Following the direction of the Director of Bac Ninh Provincial Police, the Department of Organization and Personnel and the Department of Fire Prevention, Fire Fighting and Rescue Police held a meeting to review and assess the level of violations by Lieutenant Colonel Ho Sy Phong related to the traffic accident that occurred on the evening of June 26, 2025.
Based on the behavior and level of violation, the Director of Bac Ninh Provincial Police decided:
- Regarding personnel management: Remove Lieutenant Colonel Ho Sy Phong from the position of Captain, currently working at the Fire Prevention, Fire Fighting and Rescue Police Department and continue to temporarily suspend comrade Phong from work to serve the investigation, verification and handling of the case.
- Regarding the investigation and verification of traffic accidents: Assign the Office of the Investigation Police Agency, the Traffic Police Department to coordinate with relevant units to continue investigating and strictly handling according to the provisions of law.
Previously, at 8:50 p.m. on June 26, 2025, on Binh Than Street, Dai Phuc Ward, Bac Ninh City, a traffic accident occurred due to driver Ho Sy Phong, born in 1976, address: Zone 8, Thi Cau Ward (the Captain of the Fire Prevention, Fire Fighting and Rescue Police Department of Bac Ninh Provincial Police) driving a car with license plate 99A-xxx.31 towards Binh Than to Van Mieu Street collided with a motorbike with license plate 99K1-xxx.57, on the vehicle were Ms. B.T.H (born in 1990, address: Kha Le area, Vo Cuong Ward) and Ms. N.T.H.
After that, it continued to collide with 9 motorbikes parked on the road and a pickup truck with license plate 99C-xxx.52. Consequences: Ms. B.T.H and Ms. N.T.H were injured and are being treated at Bac Ninh General Hospital.
Immediately after receiving information about the incident, the Provincial Police directed the Traffic Police Department to coordinate with the Office of the Investigation Police Agency, the Criminal Techniques Department and Dai Phuc Ward Police to handle the case in accordance with the provisions of law.
Measuring the alcohol concentration witnessed by the people for Mr. H.S.P, the result: 0.435mg/l of breath (the highest violation rate is 0.4mg/l of breath).
