The route connecting National Highway 1A to the cement factory passing through Ninh Van commune (Hoa Lu city, Ninh Binh) has been completed and put into use since 2010. Up to now, this route has been seriously degraded, affecting the traffic of people. However, the settlement has not been completed has affected the management and repair of the route.
It is known that the upper route belongs to the project of construction of the cement factory infrastructure by the infrastructure development company (under the management of Ninh Binh Industrial Zones) as an investor. Although this route has been degraded for many years, people have repeatedly reflected to the authorities at all levels, but so far has not been repaired.
Talking to PV Lao Dong newspaper, Mr. Tran Quang Vinh - Director of Ninh Binh Industrial Zone Development Company said that after a long time of being put into operation, this route has been seriously degraded, affecting the travel of the people.
Currently, this route has not completed the settlement. However, in order to manage and repair the route, the Infrastructure Development Company of Ninh Binh Province has handed over the status quo of the entire road to the People's Committee of Hoa Lu district (now Hoa Lu city).
According to the representative of Ninh Binh Department of Finance, the upper route is part of the investment project to build the infrastructure of the cement factory, which is approved with a total investment of over VND 133.4 billion from the state budget. However, during the implementation process, the advance investor for capital and the budget will return later.
After the project was completed and put into operation, the People's Committee of Ninh Binh Province issued Document No. 17/UBND-VP4 dated December 16, 2010 on the implementation of the notice of the test results No. 716-TB/UBKTTU dated October 21, 2010 of the Central Inspection Committee and Plan No. 92-KH/TU of October 27, 2010 of the Standing Committee of Ninh Binh Provincial Party Committee, the People's Committee of Ninh Binh Provincial People's Committee has not yet returned the amount Application to invest in building infrastructure of the above project.
"The project implementation of the project is determined to be a budget, but according to the guidance of the People's Committee of Ninh Binh province in the above documents, the above capital is not the budget capital, so the state budget is not obliged to be allocated for the project" - the representative of the Department of Finance of Ninh Binh Province said.
