At the beginning of May 2026, people living near Binh Vang Industrial Park (Vi Xuyen commune, Tuyen Quang province) suddenly discovered a large amount of dust covering roofs and gardens with an unpleasant pungent smell. Following the source of discharge, people discovered dust spreading from the Fero Manganese Production Plant of Ha Giang Iron Joint Stock Company.
Normally, smoke and dust also appear, but not as much as last time, white smoke and dust from the factory spread densely, flying to residential areas. In just a short time, dust covered everything white, people even dare not open their doors" - Mr. Ha Van Quang - a resident living near Binh Vang Industrial Park complained.
According to Mr. Pham Van Hop - Director of Ha Giang Iron and Metal Joint Stock Company, the reason for the smoke and dust from the factory spreading to the environment is due to a problem with the exhaust gas treatment system, some fabric bags being torn causing dust and exhaust gas to be released into the environment.
“After the incident occurred, the Company reported to the Management Board of Industrial Parks and Economic Zones of the province, and at the same time replaced fabric bags in the fabric bag dust filter system, ensuring that dust and exhaust gas generated during production meet technical standards before being discharged into the environment” - Mr. Pham Van Hop informed.
After grasping information about the incident, Tuyen Quang Provincial Police intervened to verify and clarify.
Accordingly, Ha Giang Iron and Steel Joint Stock Company had administrative violations when discharging dust exceeding technical standards for waste from 1.1 times to less than 1.5 times.
With the above actions, Ha Giang Iron and Metal Joint Stock Company was fined 200 million VND. This unit is also forced to review and renovate the dust and exhaust gas treatment system.
Currently, Tuyen Quang province has 1 economic zone, 2 industrial parks, 8 industrial clusters, 51 craft villages, more than 200 mineral exploitation facilities and over 120 industrial production projects; of which more than 40 facilities belonging to high polluting risk groups have set high requirements for strict control of discharge activities as well as inspection and handling of environmental violations.
According to Tuyen Quang Provincial Police, through a preliminary review of 1 year of implementing Plan No. 135 of the Ministry of Public Security, functional forces have discovered and handled 19 administrative violations against 22 subjects including 17 organizations and 5 individuals, with a total fine of over 5.5 billion VND, and at the same time prosecuted 2 cases with 2 defendants for the crime of causing environmental pollution.
Along with strictly handling violations, inspection and supervision of compliance with environmental protection laws in Tuyen Quang are tightened.
Businesses must fully complete environmental procedures before putting the project into operation, ensuring that the waste treatment system operates stably and meets national technical standards.
Mr. Trinh Van Binh - Deputy Director of the Department of Agriculture and Rural Development of Tuyen Quang province - said that in the period 2026 - 2030, the province will promote a proactive environmental management model, early warning, and strengthen the application of digital technology in environmental monitoring.
For facilities with high pollution risk or large discharge flows, it is required to install automatic wastewater monitoring systems, transmitting data directly to specialized agencies for continuous monitoring" - the leader of the Department of Agriculture and Rural Development of Tuyen Quang province informed.
