At the 25th session of the Hanoi People's Council held on July 8, Mr. Dao Thinh Cuong, Director of the Hanoi People's Procuracy, informed about the results of the work in the first 6 months of 2025 of the People's Procuracy at both levels of the city.
In general, the first 6 months of 2025 are the successful period of the Hanoi People's Procuracy at both levels, with many targets achieved and exceeded, especially the rate of recommendations accepted, the rate of arrests transferred for criminal prosecution and the rate of timely prosecution for all crimes.
In the context of the stable political security and social order situation in Hanoi, the city's two-level People's Procuracies have proactively coordinated with judicial agencies and local authorities to effectively resolve many outstanding issues.
According to Mr. Cuong, the number of newly prosecuted cases tends to decrease significantly compared to the same period in 2024, with 4,693 cases/7,033 defendants (down 18.5%), causing some types of crimes to decrease, including drug crimes.
Meanwhile, the type of corruption and position crimes showed signs of increasing (69 cases/118 defendants, an increase of 26 cases/42 defendants compared to the same period in 2024).
Crimes related to social order and administrative order account for a high rate and increased significantly (2,088 cases/4,256 defendants, an increase of 743 cases/251 defendants compared to the same period in 2024). The People's Procuracy has closely inspected 12,153 denunciations and reports of crimes, ensuring 100% were inspected and recorded.
During the investigation, the People's Procuracy at both levels of the city has accepted the prosecution of 7,259 cases/11,246 defendants, the rate of arrests and transfer of prosecution reached 99.9%. Notably, 100% of cases have a request for investigation from the VKS, and 100% of prosecutors participate in questioning the accused before approving the decision to prosecute. Notably, 355 key criminal cases have been identified, accounting for 7.5% of the total number of cases.
For the prosecution period, the People's Procuracy at both levels prosecuted 2,729 cases/5,979 defendants, achieving a settlement rate of 88.9%. All cases are questioned by the Prosecutor before deciding to prosecute, ensuring the right person, the right crime, not letting wrongful convictions happen or letting criminals escape.
During the trial, the People's Procuracy accepted 4,592 cases/10,571 defendants. The court has resolved 3,868 cases/8,235 defendants (reaching 84.2%). There were no cases where the Court declared the defendant not guilty or suspended the trial because the VKS withdrew all the prosecution decisions.
