Waiting for field markers to be placed for site clearance
Mr. Hoang Xuan Hung - Chairman of Duc Quang Commune People's Committee - said that due to the impact of the North-South high-speed railway project, there are 17 households in the locality that must be resettled. Up to now, households have agreed on the construction location of the resettlement area.
According to Mr. Hung, there are no large projects affected in Duc Quang commune, so it is expected that site clearance for the North-South high-speed railway project will be favorable. However, according to the Chairman of Duc Quang Commune People's Committee, the project has not yet handed over the actual boundary markers, so the locality has not yet deployed site clearance.
Mr. Le Ngoc Ha - Chairman of Cam Hung Commune People's Committee - said that in the locality, landmarks have not yet been handed over on the ground, so site clearance for the North-South high-speed railway project cannot be implemented.
Also according to Mr. Ha, regarding the fact that the Ha Tinh Provincial People's Committee once proposed to the Ministry of Construction to adjust the route of the North-South high-speed railway project due to overlapping many large projects, including the rest stop on the North-South expressway in Cam Hung commune, the locality has not yet received adjustment information. The reason, according to a leader of the Ha Tinh Department of Construction, is that the Ministry of Construction has not yet selected a consultant for the Project. A consultant must come to work on the ground, then calculate and then there will be an official route.
Hoping to pay attention to the recommendation to adjust the route direction
Previously, in mid-2025, the Ha Tinh Department of Construction had a document proposing to adjust the route of the North-South high-speed railway project due to many inadequacies and overlaps.
Through review, the route of this railway project affects Ca Temple in Bac Hong Linh ward, Van Tho parish church in Can Loc commune, 110kV substation in Nam Hong Linh ward, Bac Thach Ha Industrial Park in Viet Xuyen commune, Ca Cuong soil mine in Song Tri ward, water plant in Cam Xuyen commune...
In particular, the section through Cam Xuyen and Cam Hung communes is overlapping with the main route and rest stop of the North-South Expressway project in the East.
Representatives of the Ha Tinh Department of Construction once shared that the implementation of site clearance work when the route plan may still have many positions adjusted will potentially pose a risk of adjustment, causing waste of resources and affecting progress.
Furthermore, the volume of site clearance is large, it is expected that nearly 1,350 households affected by residential land need to be resettled, along with a series of essential technical and social infrastructure projects that must be relocated, but currently the locality has only been provided with preliminary site clearance boundaries, and has not been handed over pile coordinates and boundary markers in the field, which is also a difficulty.
