Recently, in some areas with construction material gathering yards such as sand, stone, cement, bricks, etc., the situation of overloaded vehicles traveling on the dike has become common and complicated. These vehicles damaged the dike surface, cracked the concrete structure, eroded, affected traffic safety, environmental pollution and the lives of people living along the dike. Dyke protection, dyke protection and natural disaster prevention therefore face many difficulties.
Vice Chairman of the City People's Committee Tran Van Quan requested the Department of Agriculture and Environment to direct the dyke management force to increase patrols and inspections, promptly and strictly handling cases of motor vehicles exceeding the permitted load. At the same time, urgently review and install additional signs limiting the load on the dykes, ensuring convenient traffic and suitability to the characteristics of each dykes.
The Department of Agriculture and Environment shall preside over and coordinate with the City Police, the Department of Construction and local authorities to develop regulations on coordination in controlling heavy-duty vehicles on dyke routes combined with traffic, avoiding overlap in management. The City Police are assigned to direct the local police force to support inspection and handling of violations in the use of motor vehicles on the dike.
The People's Committees of communes, wards and special zones are required to increase propaganda to people and businesses about regulations on vehicle loads on the dike and the harmful effects of overloaded vehicles on dike works; at the same time, closely coordinate with dike management forces in inspection and handling of violations.
