According to the Ministry of Public Security, people's information is now connected to the National Population Database system, so driver's license users can track their driver's license points via the VNeID application on Android and iOS smartphones.
The mandatory condition is that the electronic identification account must reach level 2. If not, people must go to the nearest police station of the commune, ward or town to have it installed; at the same time, integrate driver's license information into the VNeID application.
Steps to check deducted driving license points on VNeID are as follows:
Step 1: Log in to Paper Wallet, select Driver's License and authenticate with passcode or fingerprint.
Step 2: Check the driving license points displayed on the system. If the driving license has not been deducted points, 12 points will be displayed. If the driving license has been deducted, the system will display the number of points deducted, the unit that handled the deduction, the date of handling, and the handling decision.
The Ministry of Public Security also shared regulations on restoring driving license points as follows:
Clause 2, Article 58 of the 2024 Law on Road Traffic Order and Safety stipulates that a driving license that has not had all points deducted and has not had points deducted within 12 months from the date of the most recent point deduction will have all 12 points restored.
Based on the above, if a driver has his/her driving license deducted points but not all 12 points have been deducted, and in the next 12 months there is no violation that results in the driver's license being deducted points, the full 12 points will be restored.
For cases where drivers have had all 12 points deducted, according to Clause 2, Article 58 of the 2024 Law on Road Traffic Order and Safety, people with a driving license are not allowed to drive vehicles on the road under that driving license.
After at least 6 months from the date of deduction of all points, the driver's license holder is allowed to participate in the test on legal knowledge on road traffic order and safety as prescribed in Clause 7, Article 61 of this Law organized by the Traffic Police force. If the result is satisfactory, the full 12 points will be restored.
Regarding the deduction of driving license points, the Ministry of Public Security said that on December 26, 2024, the Government issued Decree 168/2024/ND-CP regulating administrative sanctions for violations of traffic order and safety in the field of road traffic; deduction of points and restoration of driving license points.
Accordingly, deducting and restoring driving license points is one of the new regulations that has received much attention from society.
According to Clause 1, Article 50 of Decree 168/2024/ND-CP, the principle of deducting points from a driving license is stipulated as follows:
The deduction of driving license points is carried out immediately after the decision to impose an administrative penalty for the violation that, according to the provisions of Decree 168/2024/ND-CP, is subject to driving license point deduction comes into effect.
In case an individual commits multiple administrative violations or commits multiple administrative violations and is punished at the same time, if there are 2 or more violations that are subject to deduction of driving license points, only the violation with the highest deduction of points will be deducted.
In case the remaining points of the driving license are less than the deducted points, all remaining points of the driving license will be deducted.
In case the driving license integrates an indefinite driving license (motorcycles, motorbike-like vehicles) and a limited driving license (cars, car-like vehicles, four-wheeled motorized passenger vehicles, four-wheeled motorized cargo vehicles), the competent authority shall deduct points from the indefinite driving license when the driver of a motorbike or a motorbike-like vehicle or deduct points from the limited driving license when the driver of a car, car-like vehicle, four-wheeled motorized passenger vehicle, or four-wheeled motorized cargo vehicle commits an administrative violation for which points are deducted from the driving license.
No points will be deducted from a driver's license when the driver's license is suspended.
