Subjects of application: Vehicle owner, co-owner and buyer with permanent address in Hanoi.
How to do it:
Step 1: The vehicle owner (selling person) logs into the Ministry of Public Security's Public Service Portal using the VNeID level 2 electronic identification account, selecting the utility "Conversion of vehicle ownership" to declare information in the vehicle recall procedure, including: vehicle information, co-owner information (if any) and vehicle buyer information. The system will check the vehicle characteristics and personal information of related individuals. If the information is complete and accurate, the transaction will be moved to the confirmation step.
Step 2: The Public Service Portal sends a transaction confirmation request to the VNeID account of the seller, co-owner (if any) and buyer for authentication.
Step 3: After the transaction is confirmed, the Public Service Portal will send information to people to carry out the vehicle registration revocation procedure, and at the same time transfer data to the vehicle registration system for revocation processing and the electronic tax system to serve the payment of registration fees.
Step 4: The buyer pays the registration fee at the tax authority, then logs into the Public Service Portal to declare information and carry out the vehicle registration procedure. Data formed during the process of recalling and paying registration fees are automatically reused by the system, people do not need to provide it again. After completion, the vehicle registration system will send the results of the procedures to the Public Service Portal to notify the buyer.
The implementation of electronic transactions only applies in cases where the vehicle owner, co-owner and buyer are individuals, have a level 2 VNeID account and have a permanent address in Hanoi City. The person performing the act must be the vehicle owner (the person whose name is on the Vehicle Registration Certificate), and must not declare the household. In case the vehicle owner is married, the transaction must be confirmed simultaneously using the VNeID of both husband and wife.
Hanoi City Police recommends that citizens proactively contact the Commune or Ward Police for instructions on installing and authenticating VNeID level 2 accounts, and at the same time fully update the marital status on the National Population Database, especially for citizens who have just married or divorced to ensure data is "correct, complete, clean, and alive".
The implementation of electronic ownership transfer transactions contributes to modernizing administrative procedures, facilitating people in the process of transferring vehicle names, saving time, costs and improving vehicle management efficiency.
