The Ministry of Finance submitted a draft Decree regulating the standards and norms for the use of new cars to replace Decree No. 72/2023/ND-CP dated September 26, 2023.
The draft stipulates some titles for the use of cars as follows:
The title is often used for a car during the working period with a maximum purchase price of 1.6 billion VND/vehicle, including:
Formal member of the Party Central Committee; Head of the Party Committee and Central Committee agencies.
Director of the Ho Chi Minh National Academy of Politics.
Editor-in-Chief of Nhan Dan Newspaper, Editor-in-Chief of Communist Magazine.
Members of the National Assembly Standing Committee (General Secretary, Head of the National Assembly Office; Chairman of the Ethnic Council, Chairman of the National Assembly Committees); equivalent titles and positions.
The title is often used for a car during the working period with a maximum purchase price of 1.55 billion VND/vehicle, including:
Ministers; Heads of ministerial-level agencies.
Director of the Office of the President.
State Auditor General.
Vice Chairman and General Secretary of the Central Committee of the Vietnam Fatherland Front; Heads of central socio-political organizations.
Secretary of the Provincial Party Committee, City Party Committee; Deputy Secretary of the Hanoi Party Committee, Deputy Secretary of the Ho Chi Minh City Party Committee; Chairman of the People's Council, Chairman of the People's Committee of Hanoi City, Ho Chi Minh City.
Deputy Head of the Central Inspection Committee; equivalent titles and positions.
The title is often used for a car during the working period with a maximum purchase price of 1.5 billion VND/vehicle, including:
Heads of agencies under the Government and equivalent titles and positions.
The title of using a car with a maximum purchase price of 1.4 billion VND/vehicle to take and pick up from the place of residence to the office and vice versa and on business trips, including:
Deputy Head of the Party Committee and Agency at the Central level.
Deputy Director of the Ho Chi Minh National Academy of Politics.
Deputy Editor-in-Chief of Nhan Dan Newspaper; Deputy Editor-in-Chief of Communist Magazine.
Vice Chairman of the Central Committee of the Vietnam Fatherland Front.
Vice Chairman of the Ethnic Council; Deputy Chairman of the National Assembly Committees; Deputy Head of the National Assembly Office.
Deputy Chief Justice of the Supreme People's Court, Deputy Director of the Supreme People's Procuracy.
Deputy Minister; Deputy Head of ministerial-level agencies; Deputy Head of the Office of the President.
Deputy State Auditor General.
Deputy Secretary of the Provincial Party Committee, City Party Committee; Chairman of the People's Council, Chairman of the Provincial People's Committee (except for Hanoi City, Ho Chi Minh City).
Head of the National Assembly Delegation of Hanoi City and Ho Chi Minh City.
Member of the Central Inspection Committee.
Director of the National Political Publishing House Truth.
Assisting key leaders of the Party and State; Permanent Assistant to the Secretariat; Judges of the Supreme People's Court, Prosecutors of the Supreme People's Procuracy; equivalent titles and positions.
Chairmen of mass associations assigned by the Party and the State at the Central level (for associations with party delegations) are considered and supported with title vehicles according to the provisions of this point according to the regulations on organization, operation and management of associations.
The title of using a car with a maximum purchase price of 1.25 billion VND/vehicle taken and picked up from the place of residence to the office and vice versa and on business trips, including:
Deputy Head of a Government agency.
Head of the National Assembly Delegation at the provincial level (except for Hanoi City and Ho Chi Minh City).
Chairman of the Board of Members, Chairman of the Board of Directors, General Directors of corporations and general companies established by the Prime Minister (hereinafter referred to as economic groups).
Vice Chairman of the People's Council, Vice Chairman of the People's Committee, Deputy Head of the National Assembly Delegation, Member of the Standing Committee of the Hanoi City Party Committee, Ho Chi Minh City.
Assisting senior leaders of the Party and State.
Editor-in-Chief of the People's Representative Newspaper; General Director of the Government Electronic Information Portal; equivalent titles and positions.
Compared to the provisions of Decree No. 72/2023/ND-CP, the draft decree abandoned a number of titles granted cars. According to the Ministry of Finance, the reason for removing the granting of these titles is that when streamlining the apparatus, the operations of these agencies and titles have ended.
