According to the submission of the Hanoi People's Committee, recently, the Minister of Health has issued decisions regulating prices for medical examination and treatment services for medical facilities under the Ministry of Health and other ministries, however, currently, the price of out-of-hospital emergency services has not been issued.
In addition, emergency duty at event and conference venue has not yet been regulated. In the past, units assigned to provide emergency care at event and conference locations were still ready to meet and perform well the assigned professional tasks but there was no collection price to ensure funding for implementation.
The Hanoi health sector currently has 61 affiliated units including: 42 hospitals, 11 social assistance facilities, the Hanoi Department of Population, Children and Social evil Prevention and Control, the Hanoi Department of Food Safety and Hygiene, the Department's Office, 5 specialized centers (Hanoi 115 Emergency Center, Hanoi Pharmacy, Hanoi Medical Assessment and Testing of Drugs, Cosmetics, Food, City Center for Disease Control).
In particular, only 115 Hanoi emergency center is tasked with transporting emergency external and emergency patients in the community and transporting emergency patients to the hospital for further treatment. Currently, the unit shall collect external emergency transportation services in accordance with the Decision No. 45/2017/QD-UBND dated December 21, 2017 of the City People's Committee stipulating the price of emergency transportation services outside the hospital at the 115 Hanoi Emergency Center.
"The price was issued for 8 years (since 2017), with the basic salary at that time: 1.3 million VND/month (currently, the base salary is 2.34 million VND/month) and does not include the market price sliding factors.
In addition, the collection of emergency transportation services is facing many difficulties, with a high loss rate. The reason is that the collection work is carried out at sensitive times when patients and their families are very worried; or in cases where patients call for emergency care but do not need to go there because they do not need emergency care or have traveled by other means; patients in traffic accidents without relatives, patients in cases of natural disasters, fires, injuries, etc. Timely having a policy to regulate the co-payment rate of people is a policy to support people and reduce the loss of revenue for medical facilities.
Therefore, according to the Hanoi People's Committee, it is necessary to stipulate the price of out-of-hospital emergency services that have not been regulated by competent state agencies according to the law on medical examination and treatment and the co-payment rate of patients when using out-of-hospital emergency services as a basis for payment support, ensuring revenue for operating units and performing well the assigned professional tasks.
