Accordingly, land administrative procedures are one of the issues that people and businesses complain most about. The digitalization of land data is currently slow, incomplete and unupdated, causing difficulties in looking up, appraising and verifying information.
The electronic one-stop system in many places has not been as effective as expected. The fact that businesses have to flee to avoid the procedures affects costs, wastes resources and even loses businesses' opportunities.

In fact, the Government and the Prime Minister have repeatedly requested to reduce administrative procedures, reduce costs, and create opportunities for people and businesses. Accordingly, it is necessary to apply information technology and digital transformation to land management.
Therefore, in the phase of operating a two-level local government, it is required to proactively take action soon to remove bottlenecks in administrative procedures, including administrative procedures related to land.
In Official Dispatch No. 110/CD-TTg, Prime Minister Pham Minh Chinh requested the Ministries of Agriculture and Environment and the Ministry of Justice to urgently coordinate in sending staff to the grassroots to grasp the situation, propose solutions to remove difficulties, and handle arising problems under their functions and tasks.
