According to the investor's report, the project has been implemented since 2003 under the mechanism of using land funds to create capital for infrastructure construction, associated with road constructions to entertainment areas, guesthouses, and ecological hill gardens.
To date, the transport infrastructure item has been approved for settlement with a total value of more than 17.38 billion VND; payment is mainly made according to the reciprocal mechanism with land funds.
At the meeting, departments and sectors unanimously agreed that the biggest obstacle of the project is that the financial mechanism according to Decision 22/2003/QD-BTC has expired, while there are no transitional regulations leading to legal loopholes.
Regarding land, the project has only stopped at the stage of land recovery, handing over to investors for compensation, and has not completed land allocation procedures according to the purpose of use, so it is necessary to continue to complete the dossier. Regarding progress, the project has basically completed infrastructure on about 5.5 hectares, and about 2 hectares have not been cleared due to problems in compensation.
Departments and sectors also said that the project has expired but has not been extended, causing congestion in subsequent procedures, and needs to be considered for extension soon.
Concluding the meeting, Vice Chairman of Bac Ninh Provincial People's Committee Dao Quang Khai requested a comprehensive review and simultaneous deployment of a comprehensive project inspection to thoroughly handle prolonged problems.
Assign the Department of Finance to preside over and coordinate with relevant units to study and advise on whether it is necessary to put the project into the processing area according to a special mechanism or not. If applied, this will be a favorable basis to remove obstacles and ensure synchronization in handling.
Request to establish an inter-sectoral inspection team, focusing on clarifying the entire project implementation process; compliance with legal regulations on investment, land, and finance; clearly defining the responsibilities of relevant parties to propose appropriate handling plans.
Accordingly, strive to complete and report before June 15. Based on the inspection conclusions, functional agencies will advise the Provincial People's Committee to direct the definitive handling of existing problems and promote project progress.
