Accordingly, the People's Committee of Bac Ninh province is considering approving the investment policy and at the same time approving the investor to implement the investment project to build infrastructure for the Bac Ninh Province Concentrated Information Technology Park proposed by Xuan Cau Holdings Joint Stock Company.
The People's Committee of Bac Ninh province respectfully requests:
1. The Ministry of Finance shall consider giving opinions on the impact (if any) of the above project on the Master Plan for the national reserve system for the period 2021 - 2030, with a vision to 2050 and the investment policy for project implementation.
2. The Ministry of Construction commented on the impact (if any) of the above project on the Road Infrastructure Planning and the Railway Route and Station Planning and the project implementation investment policy.
3. The Ministry of Agriculture and Environment commented on the impact (if any) of the above project on the Red River - Thai Binh Irrigation Plan for the period 2022-2030, with a vision to 2050 and the investment policy for project implementation.
The People's Committee of Bac Ninh province requested the three ministries to pay attention to reviewing and giving opinions before September 10, 2025 to have a basis for reviewing and approving the above project investment policy according to regulations.
According to the investigation of Lao Dong Newspaper reporters, previously, on September 27, 2024, the Ministry of Information and Communications (old) issued an official dispatch on guiding the establishment of the Bac Ninh province's concentrated information technology park.
In October 2024, the People's Committee of Bac Ninh province issued an official dispatch on researching and guiding the establishment of a concentrated information technology park in Bac Ninh province.
In December 2024, the People's Committee of Bac Ninh province also assigned the Department of Construction to speed up the planning progress of the Information Technology Park.
According to the Decision approving the 1/2000 scale construction zoning plan, the Bac Ninh province's concentrated information technology park has an area of about 274 hectares, the planning boundary belongs to Khac Niem and Vo Cuong wards (Bac Ninh city) and Lien Bao and Hien Van communes (Tien Du district).
Of which, the concentrated IT Park is about 250 hectares, the remaining 24 hectares are the area of external traffic roads, isolated trees, cemetery land, religion, irrigation works... The scale of the number of workers and experts is expected to be about 20,000 people.
