Proposal to open a short-term apartment rental route with flexible management solutions
The Ho Chi Minh City Real Estate Association (HoREA) has just sent a document to the Ho Chi Minh City People's Committee requesting permission and providing solutions to manage the short-term apartment rental model.

Since February 27, 2025, when Decision No. 26/2025 of the Ho Chi Minh City People's Committee officially took effect, many apartment buildings in the city have simultaneously issued notices prohibiting short-term apartment rental activities by day and week.
According to HoREA, this ban has directly affected the livelihoods of about 8,740 apartment owners in 24 apartment buildings, causing thousands of workers to lose their jobs.
Ms. Tran Minh Ai - Director of Real Estate Management Department at Savills Vietnam commented that Decision No. 26/2025 of the Ho Chi Minh City People's Committee was issued to clarify the concepts and conditions of application, creating a more specific legal basis for apartment management units and Management Boards to be able to control effectively. Hai Phong reclaims more than 826 hectares of land from 22 works and projects
At the 26th session of the 16th Hai Phong City People's Council, delegates passed a resolution to adjust projects and works expected to require land acquisition, projects expected to require changing the purpose of using rice-growing land and protective forest land in the city.

Accordingly, 22 works and projects are expected to have to reclaim land, projects are expected to change the purpose of using rice-growing land, special-use forest land, protective forest land, and production forest land in the city in 2025. These projects are implemented in 6 districts, Do Son, An Duong, Hai An, Kien Thuy, Cat Hai, An Lao. Expected land area to be recovered: 826.47 ha. The area of rice-growing land expected to change purpose is 262.16 ha; protective forest land is 10.85 ha.
Of the 22 works and projects, there are 3 parks and green trees whose land has been reclaimed, including the Dam Ngoc Flower Garden Project of 1.04 hectares, the Ngoc Xuyen Ward Flower Garden of 0.85 hectares (in the same Do Son District) and the Nam Son Green Flower Garden (An Duong District) of 2.7 hectares. Dien Bien proposes solutions for housing for officials away from home after the merger
According to the leader of the Department of Construction of Dien Bien province, after implementing the arrangement of administrative units (ADUs), there will be many cases where cadres, civil servants, public employees and workers have to change their workplace, leading to their current residence being far from the agency.
In many cases, they have owned houses but are far from their workplace, leading to housing difficulties that greatly affect their stability and dedication to work. Therefore, creating a housing demand for the above subjects needs to be considered for social housing support policies. The concretization of this policy is considered an important step to stabilize workers.

Currently, the Department of Construction has proposed a draft decision, clearly stating 2 conditions that need to be met to be able to buy and rent social housing in the province.
Accordingly, the location of the house under its ownership is outside the administrative boundaries of the commune/ward of the workplace and is outside the radius of 30km from the workplace.
The location of the social housing project that can be bought or rented is also within a radius of 15km from the working location. See more...
A measurement center in Cao Bang is allocated free land
The People's Committee of Cao Bang province has just issued a decision on converting the form of land use of the Center for Investigation, Measurement and Planning of Agricultural and Forestry Resources from leasing land with annual payments to land allocation without land use fees.
According to this decision, the area of 337m2 of land in Hop Giang ward, Cao Bang city - where the Center is headquartered - will be converted from the form of "The State leases land and pays annual land rent" to "The State allocates land without collecting land use fees".
At the same time, the land use purpose is adjusted to "Land for construction of other public works", in accordance with the operational functions of the Center.
This decision also partially replaces the content of Decision No. 1717/QD-UBND dated October 7, 2015, which previously converted land from non-payment allocation to lease of land with payment.
The management and use of the land will continue to be implemented according to Decision No. 737/QD-UB-ND issued in 1997 - the document that approved the boundary and allocated land for construction to this unit from the first stage. See more...
