Pursuant to the provisions of Clause 4, Article 48 of Decree 100/2024/ND-CP, amended by Clause 4, Article 1 of Decree 261/2025/ND-CP on preferential loans to buy social housing as follows:
Article 48. Borrow preferential capital to buy or rent social housing; build or renovate or repair houses at the Social Policy Bank
4. The lending interest rate is 5.4%/year. The overdue debt interest rate is equal to 130% of the lending interest rate. In case it is necessary to change lending interest rates, assign the Social Policy Bank to preside over and coordinate with the Ministry of Construction and relevant agencies to submit to the Prime Minister for consideration and decision.
5. Loan term: The loan term is agreed upon by the bank and the customer in accordance with the customer's ability to repay the debt and must not exceed 25 years from the date of disbursement of the first loan.
6. Subjects specified in Clause 2, Clause 3, Article 76 of the Housing Law who are allowed to buy or rent social housing as prescribed in Clause 1, Article 77 of the Housing Law shall enjoy preferential loans as prescribed in Clauses 1, 3, 4 and 5 of this Article.
Accordingly, from October 10, 2025, the interest rate for loans to buy social housing is 5.4%/year. The overdue debt interest rate is equal to 130% of the lending interest rate.
In case it is necessary to change lending interest rates, assign the Social Policy Bank to preside over and coordinate with the Ministry of Construction and relevant agencies to submit to the Prime Minister for consideration and decision.
At the same time, according to the provisions of Clause 1, Article 3 of Decree 261/2025/ND-CP as follows:
Article 3. Transitional provisions
1. For loans that have signed a credit contract with the Social Policy Bank to buy or rent social housing, housing for the People's Armed Forces, build or renovate or repair houses before the effective date of this Decree, the credit contract will be adjusted to apply the interest rate as prescribed in Clause 4, Article 1 of this Decree for actual principal and principal overdue outstanding loans (if any).
Thus, in the case of borrowing capital from the Social Policy Bank to buy social housing with an interest rate higher than 5.4%/year, from October 10, 2025, the interest rate in the signed credit contract will be adjusted to 5.4% for actual principal balance and overdue principal balance (if any).
