Binh Phu Ward pioneers in exempting construction permits
Binh Phu is the first ward in Ho Chi Minh City to announce a construction permit exemption area under a housing project with a detailed plan at a scale of 1/500 in the area.
Mr. Nguyen Huy Thang - Chairman of Binh Phu Ward People's Committee - said that the whole ward has 15 areas with detailed planning at a scale of 1/500. At the end of June 2025, the Ho Chi Minh City Department of Construction announced areas eligible for exemption from construction permits.
In Binh Phu ward, there are 3 projects including: An Duong Vuong market residential area in Quarter 12, 2.9ha resettlement area in Quarter 23 and Rach Ruot Ngua residential area in Quarter 22 with a total of 384 plots of land.
Mr. Thang said that announcing areas exempted from construction permits brings convenience to people when building houses. From the beginning of July 2025 to now, the ward has reviewed and guided 4 documents according to the policy of exempting construction permits.
In the near future, Binh Phu ward will continue to petition the Department of Construction to approve the remaining 12 areas in the ward that are exempted from construction permits and announce them in the second phase. At the same time, the ward also proactively coordinated with the planning consultancy unit to deploy and approve separate urban designs for areas and road axes in the next 2 projects (expected route 26, Phu Lam D residential area) to pilot the expansion of areas exempted from construction permits.
Tam Thang Ward announces 3 areas, guides new procedures
In Tam Thang ward, Mr. Le Xuan Tu, Chairman of the Ward People's Committee, also announced 3 areas where people are exempted from construction permits, including: Area of 33 plots of land (alley 53/30 Le Hong Phong street, in the old ward 7); areas G and H of Ben Dinh service housing area (old ward 9), and Ngoc Tuoc 2 hill villa area.
According to Mr. Le Xuan Tu - Chairman of Tam Thang Ward People's Committee, in these areas, when building apartments, people do not need to go through the same procedures as before to apply for a construction permit.
"Instead, people only need to notify the start of construction in writing, along with the construction design drawings to the Ward People's Committee for the locality to grasp. At the same time, comply with the approved 1/500 planning during the construction process, Mr. Tu informed.
Ms. Nguyen Tu Vy (residing in Tam Thang ward) expressed her joy when the locality created favorable conditions for the people. I hope that in the future, there will be more areas that are eligible for exemption from construction permits, so that people can be more convenient in the process of building houses, said Ms. Vy and pledged to strictly comply with construction regulations, not allowing illegal and unauthorized construction to occur.
Tam Thang Ward will also continue to announce 13 other areas that have been approved for 1/500 planning, bringing the total number of areas exempted from construction permits to 16 areas.
