Land data scanning encounters difficulties when people's land use right certificates are mortgaged to banks

Hanoi - The process of cleaning up land data still faces certain difficulties, when many households do not have original red books because they are being mortgaged to banks.

By mid-July 2026, many localities in Hanoi are entering the peak period of implementing the 45-day campaign to clean up land data.

In Kieu Phu commune, the local government has identified this as a key task to accelerate the progress of building a synchronous and unified land database, creating a foundation for digital transformation in the field of land management.

In recent days, Kieu Phu Commune People's Committee has been focusing on mobilizing maximum manpower and vehicles to deploy this campaign.

Land administration officials coordinate with working groups to compare information on land use right certificates (also known as red books) with digital data, scan citizen identification cards of land users, accurately determine the location of land plots on digital maps and update and synchronize data to the VILIS system according to the correct procedures.

Not only setting a goal to complete the progress according to the plan, Kieu Phu commune also identified data quality as a key factor, aiming to build a database that meets the standards of "correct, sufficient, clean, live", meeting the requirements of state management, providing online public services and resolving administrative procedures in the digital environment.

The commune government has mobilized synchronously forces, effectively applying digital technology in the process of checking, verifying and updating data, contributing to accelerating progress, minimizing errors and gradually forming a unified and synchronous land database throughout the area.

However, in the process of implementation, many working groups in villages still encounter certain difficulties and obstacles such as: Pushing information to the system is sometimes interrupted due to transmission lines, many land use right certificates issued from 2004 and earlier need to be compared with 2-level maps to get information before entering data into the system; along with that, many households do not have original land use right certificates because they are being mortgaged to banks...

In Quoc Oai commune, the whole commune has 21,448 land plots subject to data cleanup (excluding public land).

By 10 pm on July 15, 18,375 plots had completed scanning dossiers, and 3,073 plots needed to be continued; 19,055 plots had verified land users' information, and 2,393 plots were not completed; 9,226 plots had spatial data linked on cadastral maps, and 12,222 plots needed to be further updated.

According to statistics, the data cleaning rate for non-agricultural land reaches about 67%, agricultural land reaches 6%, showing that the volume of work deployed is very large in a short time.

Besides the positive results, the campaign implementation process still faces many difficulties.

Although the commune has transferred 10,679 land plots for updates, as of July 15, the VILIS system has only updated 8,590 plots, affecting the monitoring of implementation progress.

At some times, data collection software operates slowly, overloaded, or cannot be accessed, causing data entry to be interrupted.

The commune is also lacking 26 accounts using software for working group members, while many professional problems have been summarized and reported to the Department of Agriculture and Environment but have not been promptly guided and resolved.

The comparison of plot numbers between the three-level government model map and the two-level local government map still faces many difficulties; the list of land plots and maps are not synchronized, causing a lot of time for the forces directly reviewing at the grassroots level. In addition, the mechanism, norms and funding sources for the forces participating in the Campaign have not yet been specifically guided, while the workload is very large and requires completion in a short time.

To ensure the completion of tasks on schedule, Quoc Oai Commune People's Committee has requested the Department of Agriculture and Environment, Hanoi Land Registration Office to soon accelerate data updates on the VILIS system; fix software errors, upgrade processing capacity, supplement accounts for working groups; and at the same time soon guide and resolve difficulties and problems arising during the implementation process and have a mechanism to ensure funding for forces directly participating in the Campaign.
