The new urban area and concentrated information technology (IT) zone project in Cai Rang ward (formerly Hung Thanh ward, Cai Rang district) was approved for investment by Can Tho City People's Committee from 2016 according to Decision No. 2148/QD-UBND. After that, the project continued to be adjusted in 2023 and 2025.
Initial information, the project is invested by the Can Tho City Development Investment Fund, with a total area of 72.39ha. Of which, the new urban area accounts for 52.37ha and the concentrated IT area accounts for 20.02ha. The total investment of the project is over 2,400 billion VND.
The project is divided into 3 phases. Phase 1 has a scale of about 30.83ha, including 24.96ha of urban area and 5.87ha of IT area. Phase 2 is implemented on an area of about 27.41ha of urban area, while phase 3 develops about 14.15ha of concentrated IT area.
To implement the project, the Prime Minister has agreed to allow the conversion of rice land use purposes to other purposes in Official Dispatch No. 428/TTg-NN dated June 14, 2024.
However, the progress of compensation, support and resettlement of the project still has many obstacles. The total land area to be recovered is 72.39ha, with more than 700 affected people.
Recently, the Chairman of Can Tho City People's Committee issued Official Dispatch No. 1272/UBND-XDĐT (March 16, 2026), assigning the City Inspectorate to preside over and coordinate with relevant units to conduct a comprehensive inspection and examination of this project.
On April 22, according to reporters of Lao Dong Newspaper, the land located within the planning boundary of the new urban area and concentrated IT center project in Cai Rang ward is still in a state of desolation, with no signs of actual implementation. At the scene, many areas are covered with weeds, trees grow lushly, interspersed with vacant land that has not been filled, creating a rather messy scene.
Along the land plot, technical infrastructure such as internal traffic roads, electricity and water systems... has not been fully invested. Some small walkways created by people themselves for cultivation or movement further show that this area has not really entered the construction phase.
With a total investment of up to more than 2,400 billion VND, the new urban area and concentrated IT area project was once expected to contribute to promoting urban and technology development of Can Tho city. However, after nearly a decade since being approved, the project has not completed important steps, posing a requirement to soon clarify the causes and have solutions to remove obstacles in the near future.
