The People's Committee of Binh Trung Ward (HCMC) has just announced 6 projects that are eligible for exemption from construction permits for individual houses, due to the approved detailed planning at a scale of 1/500.
The list includes: a 30-hectare residential and entertainment area invested by 21st Century Company; Saigon Binh An urban area (Global City) nearly 120 hectares invested by Saigon Investment and Development Joint Stock Company; a 17-hectare resettlement housing area of District 2 Public Service Joint Stock Company; Binh Trung Tay residential area invested by Bao Son Company; a 15-hectare housing area of Binh Trung Tay 21st Century Company - Vietnam and a low-rise housing area in Binh Trung Dong ward implemented by Binh Trung Real Estate Company.
Accordingly, people building individual houses under 7 floors in these projects will not need to apply for a license, but must have legal documents on land, the design of the project complies with the 1/500 planning quota. Before starting construction, the investor must send the construction notice and a certified copy of the land legal documents to the Ward People's Committee for at least 3 working days. The dossier includes design drawings, infrastructure connection plans and related documents. After submitting, the investor does not have to wait for feedback but can build according to the registered time.
In the coming time, Binh Trung ward will coordinate with the Department of Construction and related units to complete the detailed planning 1/500 in urban areas along the main traffic axis. Thanks to that, the scope of construction permit exemption is expanded, creating more convenience for people and businesses.
According to a report by the Department of Construction, as of August, Ho Chi Minh City has announced a list of 112 projects with over 356 individual house projects eligible for exemption from construction permits according to regulations. The department is also proposing to expand the scope of application to areas with urban design, in which planning and architectural indicators correspond to the requirements of the detailed planning at a scale of 1/500.
The report of the Department of Construction also shows that in the first 7 months of 2025, Ho Chi Minh City has newly built 5.5 million m2 of housing floors, reaching 68.9% of the target. Of which, individual houses account for nearly 3.5 million m2 and commercial houses reach more than 2 million m2. During this period, the city also issued 2,623 construction permits, up 13% compared to last year.
The Department of Construction said that in the coming time, it will continue to coordinate with the authorities of communes and wards to review and announce additional projects and residential areas eligible for exemption from construction permits. At the same time, organize implementation inspections and guide localities to remove difficulties and obstacles in the implementation process.
