On August 19, Housing and Urban Development Investment Corporation (HUD) officially started the HUD Thu Duc Social Housing Project in Residential Area No. 6, Hiep Binh Ward, Ho Chi Minh City. This is one of the key projects to realize the Government's social housing development policy, contributing to solving the urgent housing needs of low-income people and industrial park workers in the area.
The project consists of 3 blocks of 7-storey buildings, built on a 2-storey foundation with integrated public and commercial utilities and modern parking lots. With a total floor area of nearly 30,000 m2, the project provides 209 apartments with an area of 51.5 m2 to 69.5 m2, accommodating about 500 residents.
Speaking at the groundbreaking ceremony, Deputy Minister of Construction Nguyen Van Sinh said that according to the assigned target, Ho Chi Minh City needs to complete 194,297 social housing units from now until 2030, with 13,040 units in 2025 alone. The HUD Thu Duc project is a concrete step in the roadmap to achieve this important goal.
Previously, also in August, the Ho Chi Minh City Civil and Industrial Construction Investment Project Management Board started the social housing project at 4 Phan Chu Trinh (Binh Thanh Ward, Ho Chi Minh City). The project consists of 3 apartment blocks with a height of 20 floors, with a total of 864 apartments with an area of 40-76 m2 (1-3 bedrooms). The project is expected to be completed in 2027, aiming to resettle people affected by dredging projects, environmental improvement, infrastructure construction of Xuyen Tam canal and other cases.
It is known that Ho Chi Minh City is assigned to build nearly 200,000 social housing units by 2030. Ho Chi Minh City has divided it into 2 phases. The first phase is from 2021 to 2025, with a target of nearly 20,000 units. The next phase in 2026-2030 is about 200,000 units.
Since the beginning of the term, Ho Chi Minh City has invested in the construction of more than 5,000 social housing units. The housing development target for 2025 assigned by the Prime Minister to the new city is about 13,000 units.
Thus, it can be seen that the implementation results have not met the target. Currently, the city is constructing 15 projects with a scale of more than 16,000 apartments. To prepare housing for the following years in order to strive to achieve the target according to the Prime Minister's direction, it is expected that in the near future, Ho Chi Minh City will prepare 1,000 hectares of land, meeting the construction of 200,000 apartments from now until 2030.
The projects that Ho Chi Minh City is currently focusing on are about 120 projects with nearly 60,000 apartments. There are 24 projects with 25,000 apartments that have started construction in 2025; 23 projects have been approved for investment with a scale of more than 24,000 apartments; 10 land plots expected to be invested in social housing subject to armed forces are about 3,500 apartments; 9 state-owned land plots directly managed are expected to select investors according to Resolution 201 of the National Assembly with an expected scale of nearly 5,000 apartments.
In the coming time, Ho Chi Minh City will focus on synchronously implementing solutions. In particular, include housing development targets in the new City's socio-economic development targets system to focus on weekly and monthly monitoring and direction.
Ho Chi Minh City also focuses on reviewing the overall planning of functional areas, forecasting population size, determining social housing needs as a basis for planning, land allocation and housing construction investment projects. Along with that, the City will implement administrative reform, develop a resolution regulating the mechanism to support investors; perfect the City Housing Development Fund, remove current obstacles...
The city will also urge investors implementing commercial housing to carry out investment procedures to build houses on the 20% land fund of the project according to the provisions of the housing law to start construction in 2025.
