The City Labor Federation strives to ensure that by the end of the term 70% of workers are trained to improve their professional qualifications and skills, 75% of workers participate in life skills courses; 65% of workers are disseminated knowledge about information technology and digital technology; 50% achieve the title "Civilian Learning". In 2026 alone, at least 65% of workers at enterprises participate in learning to improve their professional qualifications and skills.
