The meeting took place under the chairmanship of Mr. Dao Minh Tu - Permanent Deputy Governor of the State Bank, Chairman of the Vietnam Banking Trade Union.
Participating were 27 delegates from foreign credit institutions in Vietnam. It is known that there are currently 60 100% foreign-owned banks, joint-stock banks, and foreign bank branches operating in Vietnam, of which 4 units have established trade unions, the rest do not have trade unions, with about 8,250 employees.

Over the years, the Vietnam Bank Trade Union has organized working sessions and conferences with representatives of employers and representatives of relevant professional department leaders of the units to discuss, propagate and guide the procedures for establishing grassroots trade unions. However, up to now, for many objective and subjective reasons, the units have not yet established grassroots trade unions according to the provisions of the Charter of the Vietnam Trade Union.
For credit institutions that have not yet established trade unions, including 100% foreign-owned banks, joint-stock banks, and foreign bank branches in Vietnam, the Vietnam Bank Trade Union always plays the role of representing and protecting the rights and interests of employees when there are documents and requirements related to registration of labor regulations, disciplinary action and union financial revenue and expenditure activities, as well as supporting units in caring for the material and spiritual life of employees.
Speaking at the meeting, Permanent Deputy Governor of the State Bank, Chairman of the Vietnam Banking Trade Union Dao Minh Tu emphasized that the establishment of grassroots trade unions not only brings practical benefits to employees but also helps units and enterprises develop sustainably, contributing to stabilizing and improving the quality of human resources.
From the perspective of the banking and social sectors, grassroots trade unions help stabilize the labor market, limit personnel fluctuations, and promote sustainable development by ensuring harmonious benefits between employees and enterprises. Moreover, the presence of trade unions contributes to building a transparent and fair working environment, contributing positively to the overall progress of society.
In the context of increasingly deep international economic integration, the strong development of science, technology and artificial intelligence is posing many challenges in terms of working conditions, work pressure and professional positions of employees in the banking industry. In particular, after the Lunar New Year 2025, some commercial banks have cut staff on a large scale, increasing risks for workers. This is the time for trade unions to promote their role in protecting the legitimate rights of workers.
This requires the establishment and development of trade unions at foreign banks, joint ventures, and foreign bank branches in Vietnam to become more urgent than ever. Trade unions are not only a bridge to protect the legitimate and legal rights and interests of workers but also play a fundamental role in creating a harmonious, progressive and sustainable working environment.
Mr. Dao Minh Tu suggested that the Board of Directors and representatives of employers at 100% foreign-owned banks, joint venture banks, foreign bank branches in Vietnam and other credit institutions closely coordinate with the Vietnam Bank Trade Union in establishing grassroots trade unions in their units.
This will create conditions for workers to participate in the Vietnam Trade Union organization, thereby protecting their legitimate and legal rights and interests, while further improving the care of their material and spiritual life, helping workers stay with the unit for a long time. The Vietnam Bank Trade Union is committed to accompanying, supporting in terms of organization, legality and providing detailed instructions for units to implement most conveniently and effectively.
At the meeting, the Vietnam Bank Trade Union gave specific instructions on the procedures for establishing a legal grassroots trade union and the Charter of the Vietnam Trade Union.
