Regarding the structure and content of 13 orientations for national development in the 2026 - 2030 period, in the section on continuing to build and perfect the Socialist Republic of Vietnam's rule of law state, some opinions suggested that it is necessary to emphasize the requirement to continue perfecting the organization of the local government apparatus according to the two-level model, ensuring streamlining, efficiency, effectiveness, and efficiency, in line with the characteristics of the locality after the arrangement of administrative units. At the same time, it is recommended to clarify the relationship between decentralization, delegation of power with control of power, accountability and improving the quality of service to the people at the grassroots level.
