3 groups of subjects to be considered for admission when selecting civil servants

According to Decree No. 170/2025/ND-CP, there are 3 groups of subjects eligible to be recruited as civil servants.

Decree No. 170/2025/ND-CP regulating the recruitment, use and management of civil servants clearly states that the recruitment of civil servants through the form of selection is decided by the competent recruitment agency.

3 groups will be considered for civil service: People who commit to volunteering to work for 5 years or more in areas with particularly difficult socio-economic conditions; students according to the admission regime prescribed in the Education Law, after graduating, work in the locality where they are sent to study; excellent graduates, talented young scientists subject to policies to attract and promote talented people.

The civil servant recruitment process will go through 2 rounds. Round 1 checks the admission conditions at the Application Form according to the requirements of the job position to be recruited; Round 2 will consider professional expertise in the form of questions and answers with a time of 30 minutes.

In case there are 2 or more people with the same total score as the final target of the job position to be recruited, the person with a higher second round score will be the successful bidder. If it is still not determined, the head of the competent authority will decide.

The Decree stipulates that priority points in the recruitment or selection exam include: Heroes of the Armed Forces, Heroes of Labor, war invalids, and people enjoying policies such as war invalids and war invalids of class B are added 7.5 points; ethnic minorities, military officers, police officers, demobilized professional soldiers, people working in secret services, graduates of reserve officer training, graduates of military command training at the commune level... are added 5 points; people who have completed their military service and service in the People's Public Security, youth volunteer soldiers are added 2.5 points; union officers who have grown up from the grassroots, in the workers' movement according to the regulations of competent authorities are added 1.5 points.
