The Government has just issued Decree 171/2025/ND-CP regulating the training and fostering of civil servants effective from July 1, 2025 with the view of taking students as the center, minimizing unpractical training program certificates; focusing on training according to the requirements of leadership and management positions; according to the requirements of professional and technical positions.
Chapter II of the Decree clearly states the contents related to civil servant training.
Accordingly, the condition to be sent for postgraduate training is that civil servants are not more than 45 years old. Compared to the previous regulation, the age requirement is increased by 5 years.
Civil servants must have worked for 3 years or more; have at least 2 consecutive years of good performance before being sent for training; specialize in a field suitable for the job position.
After completing the training program, civil servants must commit to performing tasks and public duties at the agency or unit they have been sent to, at least 3 times the training time instead of 2 times as before.
On the contrary, civil servants must compensate 100% of training costs if they arbitrarily drop out of school or quit their jobs during the training period; are disciplined or forced to quit their jobs according to regulations; and are not granted a graduation certificate by the training institution.
Compensation costs include tuition and all other expenses for training courses, excluding salaries and allowances (if any).
For civil servants who have completed training and been granted a degree but quit their job, are disciplined or quit their job without serving enough time as committed, the compensation cost is calculated according to the following formula: S = F/T1 x (T1 - T2).
In which: S is compensation cost. F is the total cost that the agency or unit sending civil servants for training will actually pay to 1 person participating in the training course.
T1 is the time required to perform tasks and public duties after completing the training course (or training courses) calculated by the number of months of rounding.
T2 is the time spent performing tasks and public duties after training calculated by the number of months completed.
For example, the case of civil servant A., who was sent by the agency to receive a master's degree for 2 years (equivalent to 24 months). The cost is 60 million VND.
After completing the training program, Mr. A. had to commit to serving for 72 months. But in reality, he only served for 24 months and then quit his job. Therefore, the training cost that Mr. A. had to compensate for was 40 million VND.
