5 recommendations of union members, workers and trade union organizations to the Party and State

On the morning of June 4, at the Congress, on behalf of the Executive Committee of the 13th Vietnam General Confederation of Labour, Vice President of the Vietnam General Confederation of Labour Ngo Duy Hieu presented a summary report on the recommendations of union members, workers and trade union organizations to the Party and State.

Vice President of the VGCL Ngo Duy Hieu said that in recent years, the Party and State have continued to pay much attention to union members, workers and trade union organizations, promulgating many guidelines, policies, and laws to create favorable conditions for trade union organizations and activities, better ensuring the rights of workers.

On the occasion of the April 30th Victory Day, celebrating International Labor Day May 1st and on the occasion of Workers' Month 2026, for the first time, the Politburo and the Secretariat organized delegations to visit, encourage, and express gratitude to policy families and people with meritorious services to the revolution, and visit, give gifts, and encourage workers. This activity has received special attention, deep emotion, and great belief among workers nationwide.

Through trade union congresses at all levels and the organization of collecting opinions on congress documents among union members and workers, the Presidium of the Vietnam General Confederation of Labour has received tens of thousands of opinions with 60 groups of issues from workers, civil servants, laborers, and trade union officials nationwide expressing their thoughts, aspirations, proposals, and recommendations to the Party, State and Vietnam General Confederation of Labour. At the solemn session of the 14th Vietnam Trade Union Congress, the Executive Committee of the Vietnam General Confederation of Labour summarized and selected a number of major issues, and would like to report to Party and State leaders and delegates attending the Congress as follows:

First, regarding the work of building the Party, government and working class.

- The Politburo and the Secretariat continue to strengthen the leadership and direction of building a modern and strong working class in the spirit of Resolution No. 20-NQ/TW dated January 28, 2008 of the 10th Central Committee of the Party and Resolution of the 14th Party Congress. Pay attention to directing, inspecting, and urging the implementation and organizing summaries and evaluations of the results of the implementation of the Resolution; consider issuing a new Resolution on building the working class in the new era based on summarizing 20 years of implementing Resolution 20-NQ/TW in 2028.

- Consider and continue to adjust regulations on organizational structure at all levels after implementing the arrangement of the political system, in the direction of improving efficiency, reducing intermediaries, reducing administrative procedures, creating a transparent legal corridor for the goal of development. Continue to streamline staff for officials who do not meet requirements; for agencies and units that lack, continue to supplement young officials with capacity and qualifications, especially digital capacity and integration and innovation skills.

- Leading, directing, and implementing breakthrough and synchronous solutions to promote the establishment of Party and Trade Union organizations in non-state-owned enterprises; many localities are very interested in drastic and effective implementation, but some localities have not devoted much direction and resources to this important task. Promoting the development of party members and union members among workers contributes to improving the leadership capacity and combativeness of the Party, strengthening the working class nature of the Party; strengthening the strength of the Trade Union organization, so that the trade union can help the Party gather and unite workers, represent, care for, and protect the rights of union members and workers.

Second, regarding the development of policies and laws related to workers and trade union organizations.

- Proposing the National Assembly to soon comprehensively amend the 2019 Labor Code in accordance with the new context, socio-economic development goals, employment trends, development of science, technology, artificial intelligence, "green transformation", labor relations movements, comprehensively covering the informal labor sector, foundational economy... in which:

+ Supplementing regulations on employers' responsibilities for meals; mental health care, support for stress reduction and exhaustion prevention at the workplace for workers in high-pressure environments; flexible working policies (direct combined with online) suitable for digital transformation and the context of local mergers; fundamental rights of workers and responsibilities of enterprises suitable for the context of artificial intelligence (AI) explosion. Promulgating a national strategy on labor force development in the AI era.

+ Supplement regulations on enterprises having the obligation to arrange time for employees to take leave from work and receive salaries to study policies and laws of the Party and State (can be associated with Vietnam Law Day on November 9th every year).

+ Amend and regulate the roadmap to reduce the normal working hours of employees to 40 to 44 hours/week, in accordance with the public sector; consider adding 2 holidays on National Day holiday (vacances from September 2nd to 5th), creating opportunities for employees to take their children to school on the opening day; combined with solutions to improve labor productivity to achieve the goal of double-digit growth.

- Proposing the National Assembly to supplement the content of building the Labor Procedure Law into the Law Development Program of the 16th National Assembly to overcome the limitations and obstacles being encountered and towards resolving professional, rapid and effective labor disputes, in accordance with the flexibility of the labor market and the difference between labor disputes and civil disputes.

Third, about creating sustainable jobs, wages and ensuring social security and social welfare for workers

- Continue to innovate education and training in the direction of comprehensive capacity development, technological thinking, linking knowledge with skills, linking training with market needs and innovation; improve the ability to apply technology in the profession, reduce the burden of theoretical and academic knowledge, supplement professional knowledge and skills for students. Support retraining for subjects affected by "digital transformation", "green transformation"; job loss support packages due to changes in energy structure and green technology...

- Continue to comprehensively implement salary policy reform for cadres, civil servants, and public employees; soon form the policy of living wages for workers to replace the minimum wage, helping workers have enough income to live on, towards accumulation.

- It is necessary to have effective solutions to control and stabilize the prices of goods and services, especially electricity, water, food, gasoline, and oil prices, control inflation, in order to reduce spending pressure; workers can truly ensure living and life at their current salary level.

- Continue to improve employment policies, social insurance and unemployment insurance in the direction of expanding coverage, increasing flexibility, creating conditions for workers, including the informal sector, to gradually participate and fully enjoy social security policies, thereby strengthening trust and long-term attachment to the labor market.

- Pay attention to investing in the development of social infrastructure, social housing, cultural institutions, health, and education for workers and laborers in industrial parks, economic zones, and export processing zones. Develop social housing for workers to rent associated with smart urban planning and essential services, prioritizing being located in or near, adjacent to industrial parks, economic zones, and export processing zones. Create the most favorable conditions for workers with real needs to access and buy social housing for the right people, at the right listed prices, prevent speculation, price gouging, and buying with differences; implement long-term preferential credit packages for workers to rent - rent to buy social housing.

Fourth, on deploying and ensuring compliance with and implementation of policies and laws

- Strengthen inspection and examination work, strictly handle violations of labor law and social insurance, especially in terms of occupational safety and hygiene, working hours, overtime and debt and evasion of social insurance payments by enterprises; increase sanctions to more strongly handle violations of social insurance, especially acts of evasion and late payment of social insurance; have effective solutions to prevent and limit the situation of enterprises owing and evading social insurance, health insurance, unemployment insurance, and employers running away to ensure the legitimate and lawful rights of workers. Strengthen surprise inspections of occupational safety and hygiene in high-risk industries.

- Ensure food safety, prevent and thoroughly handle the situation of "dirty food". Promote market inspection, especially for essential consumer goods, medicines, food, and goods directly serving workers.

- Strictly and legally manage the establishment and operation of organizations of employees at enterprises, not to take advantage of the establishment and operation to infringe upon the rights of employees, cause difficulties for enterprises, and disrupt security and order.

Fifth, on ensuring the operating conditions of the Trade Union organization in the new context

At this Congress, the Executive Committee of the VGCL and the Congress respectfully requested Party and State leaders, and functional agencies to pay attention to:

- Research and continue to arrange the Trade Union organization model to both ensure compliance with the arrangement model of the Vietnam Fatherland Front agencies, socio-political organizations, and ensure the necessary proactiveness and independence of the Trade Union organization to effectively perform functions and tasks, in accordance with the specific characteristics of the Trade Union organization in the face of new requirements.

- Assign the Trade Union organization to soon pilot the implementation of a mechanism to recruit trade union officials who have grown up from the grassroots level, in the worker labor movement to create policies to attract trade union officials in the spirit of Resolution No. 02-NQ/TW, dated June 12, 2021 of the Politburo on "Innovating the organization and operation of Vietnam Trade Unions in the new situation"; have a special mechanism to attract good experts to become trade union officials.

- Ensure the payroll of full-time trade union officials after arranging the organizational structure in relation to other socio-political organizations, ensuring the completion of tasks when the tasks of the Trade Union organization are increasingly heavy, trade union competition appears, and many complex issues are latent in workers and labor relations.

- The Party, State, and VGCL pay attention to and study the establishment of trade unions in administrative agencies, armed forces, and non-business units receiving 100% salaries from the State budget to perform the task of representing, caring for, and protecting the rights of workers, implementing democracy at the grassroots level, launching and deploying patriotic emulation movements, and developing the Party among civil servants and public employees who have reached the age of the Youth Union, in accordance with the contents of Convention 151 of 1978 of the International Labor Organization on Labor Relations in the public sector, ensuring that all civil servants and public employees have the right to establish and participate in trade unions.

The above recommendations are the common wishes and aspirations of a large number of workers and trade union officials nationwide respectfully sent to the Party and State leaders and the 14th Congress of the Vietnam General Confederation of Labour. Respectfully requesting the Party, National Assembly, Government and central ministries and sectors to acknowledge, pay attention to consider and resolve" - Vice President of the Vietnam General Confederation of Labour Ngo Duy Hieu expressed.
