Article 3 of Resolution 159/2024/QH15 stipulates the content of implementing wage policy and some social policies.
Accordingly, the Resolution stated that salaries for cadres, civil servants, public employees and armed forces in 2025 will not be increased. Salaries for cadres, civil servants, public employees and armed forces will remain the same as at present.
Decree 204/2004/ND-CP stipulates 7 salary scales for cadres, civil servants, public employees and armed forces, including:

Table 2: Professional and technical salary table for cadres and civil servants in state agencies (including cadres holding elected positions who are subject to salary classification according to administrative civil servant ranks and levels and receive allowances for leadership positions and civil servants in communes, wards and towns).
Table 3: Professional and technical salary table for cadres and civil servants in state-owned enterprises.
Table 4: Salary table for employees serving in state agencies and state-owned enterprises.
Table 5: Salary table for full-time staff in communes, wards and towns.
Table 6: Salary scale of military ranks of people's army officers; officers and non-commissioned officers of people's police.
Table 7: Salary table of professional soldiers of the people's army and technical specialists of the people's police.
Circular 07/2024/TT-BNV stipulates that the salary table for civil servants, public employees and armed forces in 2025 is still calculated according to the basic salary prescribed in Decree 73/2024/ND-CP and the salary coefficient prescribed in Decree 204/2004/ND-CP.
