Article 32 of Decree 171/2025/ND-CP (effective from July 1, 2025) stipulates the funding for civil servant training and development as follows:
Training and development costs
1. The cost of training and fostering civil servants is provided by the state budget, the cost of management agencies, units employing civil servants, civil servants, and the sponsorship of domestic and foreign organizations and individuals according to the provisions of law.
2. The State has a policy to support training and development costs for female civil servants, giving priority to female civil servants when participating in training and development to have children under thirty-six months old, and civil servants who are ethnic minorities. State agencies, the Vietnam Fatherland Front, central socio-political organizations, and provincial People's Committees proactively arrange regular expenditure funds and other funding sources to support female civil servants, giving priority to women when participating in training and sponsoring children under thirty-six months old, and civil servants who are ethnic minorities sent to participate in training and sponsorship according to the provisions of the law on gender equality and ethnic work.
3. The Ministry of Finance guides the preparation of estimates, management, use, and settlement of training and development funds in accordance with each form of training and development organization and support policies for female civil servants, giving priority to women when participating in training and development to bring children under thirty-six months old, and civil servants who are ethnic minorities sent to participate in training and development.
Thus, the cost of training and fostering civil servants is provided by the state budget, the cost of management agencies, units employing civil servants, civil servants, and the sponsorship of domestic and foreign organizations and individuals according to the provisions of law.
