The Vietnam Education Trade Union (VTC) has issued Plan No. 1/KH-CDGD on organizing activities to care for union members and workers during the 2026 Lunar New Year.
According to the plan, grassroots trade unions under the Vietnam General Confederation of Labor will balance their regular revenue and expenditure during the year, accumulated trade union financial resources of the unit, professional support sources and mobilized sources from enterprises and sponsors to decide on subjects and spending levels for Tet care for union members and workers at the unit.
At the same time, a list of union members and workers in difficult circumstances (based on Plan No.7/KH-CDGD) was prepared and sent to the Trade Union Labor Relations Department to request support from the Trade Union according to regulations. The maximum support grassroots trade union is not more than 12% of the total number of union members that the grassroots trade union is directly managing.
For the National University Trade Union, regional universities under the Trade Union, carry out the expenditure of Tet care as instructed in Plan No.7/KH-CDGD; make a list of union members and workers in difficult circumstances to send to the National University Trade Union, regional universities to request financial support from the National University Trade Union, regional universities according to regulations.
Regarding the implementation of support expenditure for affiliated grassroots trade unions, based on the proposal of affiliated grassroots trade unions and based on the regular revenue and expenditure estimates approved by the Trade Union, the Trade Union of National and Regional Universities will prepare a budget for expenditure to care for union members and workers under their direct management; the maximum care level is 1,000,000 VND/person, paid in cash from the trade union's financial resources.
The maximum number of union members and workers supported must not exceed 12% of the total number of union members and workers that the National University and Regional University Trade Union is directly managing. In case the National University and Regional University Trade Union has accumulated at the beginning of the regular operating period under 50% of the annual regular operating expenditure (according to the approved 2026 budget), it will report to the Trade Union for consideration of support. For units with socialized sources, they can proactively spend to take care of more than 12% of the total number of union members under management and a higher expenditure level from socialized sources; the higher expenditure can be spent in cash or in kind.
Regarding the dossier requesting the Trade Union to support Tet care, the trade unions at the grassroots level and the affiliated grassroots trade unions must send the dossier to the Trade Union before January 15, 2026, and at the same time send a soft copy via email: chinhsachphapluat@congdoangdvn.org.vn.
