300 outstanding delegates representing more than 130,000 union members, workers and civil servants in the industry working across the country attended the Congress.

Speaking at the opening of the congress, Mr. Pham Hoai Phuong - Chairman of the Vietnam Construction Trade Union - said that the 15th Vietnam Construction Trade Union Congress is an important and extensive political activity of union members and employees to raise awareness for each cadre, union member and employee about: The role, position, functions and tasks of the Trade Union organization in response to the requirement to innovate the content and methods of operation to suit the actual situation at the agency, unit and industry. The Congress is tasked with objectively and comprehensively assessing the achieved results, at the same time pointing out the shortcomings, limitations and drawing lessons from the 3 years of implementing the Resolution of the 11th Congress of the Vietnam Transport Trade Union (GTVT) and the 14th Congress of the Vietnam Construction Trade Union, identifying goals, tasks and solutions for the 2025 - 2030 term.
At this Congress, delegates listened to and discussed the Report of the Executive Committee of the Vietnam Construction Trade Union to assess the situation of employees and the results of Trade Union activities in implementing the Resolution of the 11th Congress of the Vietnam Transport Trade Union and the Resolution of the 14th Congress of the Vietnam Construction Trade Union.
After three years of implementing the Resolution, with the attention and close direction of the Presidium of the Vietnam General Confederation of Labor, the Executive Committee of the Ministry of Construction Party Committee, coordination in implementing the tasks of the Ministry and agencies, units, and enterprises in the industry; the solidarity and continuous efforts of trade unions at all levels, union members, and workers in the industry have strived to implement and complete the tasks and targets set by the Resolution for the period 2023 - 2025 and the Resolution of the 13th Congress of the Vietnam General Confederation of Labor.

Also at this Congress, delegates discussed and decided on the goals, directions and tasks for the 2025-2030 term; contributed opinions to the draft amendment to the Charter of the Vietnam Trade Union.
Mr. Pham Hoai Phuong shared that with a sense of responsibility towards union members and employees, the delegates will study, democratically discuss, contribute opinions and propose breakthrough solutions to build and develop the Vietnam Construction Trade Union as well as clarify issues to achieve high consensus on viewpoints, principles, and main contents in the documents, which is the basis for creating a combined strength in implementing the Congress Resolution, continuing to build the Vietnamese working class in the new period and the Ministry of Construction's action programs to implement the Resolution of the National Party Congress, Resolution No. 02 - NQ/TW dated June 12, 2021 of the Politburo on "Innovation of organization and operation of Vietnam Trade Union in the new situation".


At the congress, Ms. Au Thi Dinh - Vice President of the Vietnam Construction Trade Union - said that in the period of 2023-2025, trade unions at all levels will regularly review, promptly support and help union members and workers in difficult circumstances.
In 3 years, 116,531 union members and workers in difficult circumstances have been supported with a total amount of 146.342 billion VND, contributing to encouraging workers to improve their lives.
The "Union Shelter" program continues to be replicated throughout the industry with 50 newly built and repaired houses, with a total cost of VND2.507 billion, contributing to improving the lives of union members and workers in difficult circumstances, while joining hands to implement the goal of eliminating temporary and dilapidated houses according to the policies of the Party and the Government.
With the tradition of "mutual love", for many years, social and charitable activities have always been implemented and organized by trade unions at all levels, typically: organizing propaganda and mobilizing workers to support people affected by storms and floods; organizing humanitarian blood donation activities; giving gifts to people in mountainous provinces and poor children; organizing gratitude activities on the occasion of War Invalids and Martyrs Day on July 27... with hundreds of billions of VND.
In particular, the Vietnam Construction Trade Union (VTC) has coordinated with the Vietnam Transport Trade Union Charity Fund to maintain good support activities for workers.
In the period of 2023 - 2025, the Vietnam Transport Trade Union Charity Fund has supported 224 groups, 5,566 union members and workers; presented 1,200 gifts to former youth volunteers, 600 gifts to former soldiers of Truong Son Ho Chi Minh Road in difficult circumstances and other charitable activities with a total amount of over VND 15,887 billion.
Social and charity activities have demonstrated the sense of responsibility of union members and workers in the construction industry, ready to share the difficulties of the community, contributing to spreading the beautiful image of workers in the construction industry to the whole society.
