Lawyer Nguyen Huu Hoc added that according to the provisions of Clause 1, Article 42 of the 2025 Law on Employment, employers are supported in cases of employment impact or risk of affecting the employment of many employees participating in unemployment insurance when encountering natural disasters, fires, epidemics or dangerous epidemics; Comply with the decision of the competent state agency on relocation or reduction of production and business locations...

Meanwhile, Article 47 of the 2013 Law on Employment (effective until December 31, 2025) does not stipulate that employers are supported with training, fostering, and improving vocational skills to maintain jobs for workers during natural disasters and epidemics.
