Reducing 500 grassroots unions
Mr. Le Van Dai - Permanent Vice President of the Da Nang City Labor Federation - said that the Da Nang City Labor Federation has ended the operation of the executive committee, standing committee, and inspection committee of the trade union at the grassroots level. When the competent authority issued a decision to end the operation of the district-level administrative unit, the Standing Committee of the Da Nang City Labor Federation officially issued a decision to end the operation of the 7 district Labor Federations, the Health, Education, Civil Servants' Trade Unions, the High-Tech Park and Industrial Parks Trade Unions.
According to the direction of the Vietnam General Confederation of Labor, the Da Nang City Labor Federation requires the trade union at the grassroots level to issue a decision to terminate the operation of the grassroots trade union of administrative agencies and public service units receiving 100% of the salary from the State budget.
Up to now, this work content has been basically completed, ensuring the set requirements, accordingly, 500 grassroots unions and 30,409 union members have been reduced.
Proposal to establish 13 grassroots trade unions in communes and wards
The City Labor Federation has developed a project on the establishment of a commune-ward trade union in Da Nang; coordinated with the Quang Nam Provincial Labor Federation to develop a project to reorganize and merge the Quang Nam Provincial Labor Federation and the Da Nang City Labor Federation under the Vietnam Fatherland Front Committee of Da Nang City (new).
At the same time, develop a project to merge the Quang Nam Provincial Federation of Labor and the Da Nang City Federation of Labor, report to the Standing Committee of the City Party Committee, submit to the Vietnam General Confederation of Labor to establish the Da Nang City Federation of Labor (new) and appoint the Executive Committee, Standing Committee and other positions.
Accordingly, when implemented directly under the Vietnam Fatherland Front Committee of the city and merging the trade unions of the two localities, the Trade Union will have 2 professional departments and establish a commune and ward trade union with 10 grassroots trade unions with 1,500 union members or more. The grassroots trade union in each ward and commune is managed and directed by the trade union at the ward and commune level. Grassroots trade unions located in wards and communes that are not eligible to establish trade union organizations or have a long distance, mountainous areas will be managed by the neighboring trade union, commune or city Labor Federation. Grassroots trade unions in industrial parks, high-tech zones, economic zones and grassroots trade unions with specific characteristics and risks of complex labor relations will be directly directed by the City Labor Federation.
According to this plan, the Da Nang City Labor Federation plans to establish 13 ward and commune unions, with quite comprehensive roles, tasks and powers.
Commune and ward trade unions participate and coordinate with agencies, units and enterprises to care for and protect the legitimate and legal rights and interests of union members and workers; build a material and spiritual life, improve working conditions and take care of the health of union members and workers. Coordinate with local Party committees, authorities and functional agencies in building harmonious, stable and progressive labor relations at enterprises, ensuring security for workers and laborers in the area.
