With many positive results, labor export is gradually becoming a resource development strategy of the province, with the strong support of local authorities and international partners.
People in mountainous areas go abroad

The businesses create conditions for me to have a stable place to eat and live, so I feel very secure" - that is the sharing of Mr. To Ngol Nhu (Cong To Lon village, La De commune, Nam Giang district) when talking about his labor journey in Laos through the cooperation program to send workers from the mountainous areas of Quang Nam to work abroad.
La Do - a mountainous border commune that is flooded all year round and has few job opportunities - is now gradually changing thanks to specific steps in labor export policies (LECs). Mr. Brao Tuan - Vice Chairman of La De Commune People's Committee said that in the past 2 years, the locality has had 30 workers working abroad, mainly in Laos and Japan.
Not only in La De, a similar story is also happening strongly in Nam Tra My district - where there is a cooperation program to send seasonal workers to Hamyang district (Gyeongsongnam province, Korea) with clear results.
As of mid-2025, Nam Tra My has sent more than 200 people to Hamyang to work under seasonal contracts from 8 months to 1 year, some of whom have been trusted by their employers to come back for the second and third time.
Mr. Jeong Dong Jin - in charge of rural resettlement in Hamyang district commented: "Nam Tra My workers work hard, disciplined and have high responsibility. We believe we will continue to expand recruitment, at least 200 people in 2025".
Vice Chairman of Nam Tra My District People's Committee Tran Van Man acknowledged that the stories of local workers going abroad are not short-term temporary solutions, but are gradually becoming a key direction, helping people stabilize their income, invest for livelihoods and escape poverty sustainably.
Before going abroad, people were supported with preferential loans, vocational training, etc. Most of them had paid off their loans after returning home.
Strengthening international cooperation, opening a way out of poverty for mountainous areas
In order to realize the goal of making labor relations an effective poverty reduction strategy, Quang Nam province has implemented many methodical solutions. In 2024, although the target was set of 1,300 workers going to work abroad, the result reached 1,714 people - exceeding 30%.
In 2025, the province will continue to increase the target to 1,500 workers, by the end of May, 605 people had been sent to the markets of Japan, Korea, Taiwan (China), Greece, Laos, Saudi Arabia, etc.
According to Mr. Nguyen Qui Quy - Deputy Director of the Department of Home Affairs of Quang Nam province, since the end of 2024, the province has strengthened international cooperation, promoted work with the Korean Consulate General in Da Nang and the Korean Embassy in Vietnam to expand the channel to connect seasonal workers. The Department also held an online meeting between Quang Nam districts and districts in Gyeongsongbuk province (Korea) to agree on the contents of cooperation in labor dispatch.
The Provincial Employment Service Center also plays a key role in continuously organizing trading sessions and labor selection consultancy for non-profit programs such as EPS (Korea), IM Japan (Japan), nurses in Germany, etc. At the same time, the province also promotes cooperation with reputable export-export enterprises, focusing on high-income markets such as Japan, Korea, and the Middle East.
Quang Nam also proposed to support training of cadres, technology transfer in the fields of organic agriculture, safe beef breeding, digital tourism marketing, etc.
These substantial cooperation not only expand the labor market but also contribute to improving the quality of human resources in the province - an important factor for workers in mountainous areas to not only work for hire but also learn, accumulate experience, gradually return to start a business in their hometown - opening the door to the future of people in the mountainous areas of Quang Nam - Mr. Quy said.
