The leader of the Department of Education and Training of Can Tho City also informed that according to current regulations, the People's Committees of communes and wards have full authority in the work of education management staff. However, for communes with only 1 - 2 schools, the transfer of cadres according to regulations (no more than two terms) is difficult. The Education sector recommends having a more flexible transfer mechanism between localities.
