Hanoi City is developing a number of specific policies to develop science, technology and innovation, creating growth momentum for the capital.

Hanoi City is drafting a Resolution detailing a number of specific policies to develop science, technology and innovation. The goal is to remove barriers, create a favorable legal and financial corridor to turn science and technology into a new growth driver for the capital.

In reality, although the Hanoi People's Committee has issued many policies to support this field in recent years, the implementation process still faces many difficulties. Many research tasks are not yet linked to practice; the transfer of scientific and technological results is still slow; organizations and enterprises have not enjoyed appropriate incentives; financial procedures, public investment, and asset transfer are still inadequate. In particular, there is no specific policy to support tasks chaired by enterprises without using the state budget, limiting the ability to socialize resources.

Faced with this situation, the issuance of a separate resolution by the City People's Council is considered an urgent step to create a breakthrough.

According to Ms. Nguyen Thi Mai - Head of the Department of Science and Intellectual Property (Hanoi Department of Science and Technology), the resolution was developed on the basis of the Capital Law 2024, the Law on Promulgation of Legal Documents 2025 and current guiding documents. At the same time, fully absorb the spirit of Resolution No. 57-NQ/TU of the Politburo, the Law on Science, Technology and Innovation, Resolution 193/2025/QH15 of the National Assembly, Resolution 71/NQ-CP of the Government...

Permanent Vice Chairman of the Hanoi People's Committee Le Hong Son emphasized that the resolution will concretize the development strategy of the capital in the direction of science, creativity, and sustainability. The focus is on creating a legal, financial and organizational environment to encourage research, application, and commercialization of research results; promoting linkages between the State - scientists - businesses - investors; building a modern innovation ecosystem.

The draft resolution proposes 5 specific groups of policies, many of which are being institutionalized at the city level for the first time. In particular, it allows ordering, selecting, and directly assigning key tasks to private enterprises and organizations to enjoy support policies such as projects using the budget. The mechanism for transferring assets and research results without compensation through the Hanoi Technology Exchange is also proposed. Support up to 100% of the cost of purchasing research equipment and 50% for experimental production projects; apply incentives similar to high-tech enterprises.

The Resolution also expands policies to attract domestic and foreign experts, and prestigious overseas Vietnamese. At the same time, apply the mechanism of spending contracts according to final products instead of making detailed estimates as at present.

Notably, for the first time, Hanoi has added regulations on budget making for activities such as organizing seminars, establishing consulting councils, thematic working groups, attracting experts, etc. In addition to the state budget, the Hanoi Science and Technology Development Fund will play an important role as a funding source, with a flexible mechanism not bound by capital conservation regulations.

This Resolution is expected to remove long-standing bottlenecks in research, application, and commercialization of scientific results. By giving autonomy and providing financial and legal support, Hanoi City aims to become a leading innovation center, realizing the aspiration for a smart, modern and sustainable capital.
