Experts say that according to Decree 93/2021/ND-CP regulating the mobilization, reception, distribution and use of voluntary contributions to support overcoming difficulties caused by natural disasters, epidemics, incidents; supporting patients with serious illnesses, organizations and individuals are called for charity. However, this must comply with conditions on form, procedures and public reporting to ensure transparency, avoid taking advantage of the trust of the community for profit.
Accordingly, individuals mobilizing charity need to: Notify the media about the purpose, scope, method, receiving account, and time of distribution commitment; send a written notice to the People's Committee of the commune where they reside to store information for supervision; Open a separate bank account for each call to ensure transparent money management; Publicly disclose statements and explanations of revenues and expenditures after the end of the charity campaign.
If the individual calling for charity does not comply with the regulations, the authorities can intervene to verify and handle it according to the law.
"No matter what the purpose of calling for charity is, the person calling for it must still be public and transparent about the amount of money received. Pursuant to Clause 2, Article 23 of Decree 93/2021, it is stipulated that: " individuals must compile complete information on the results of receiving and using voluntary contributions to support patients with serious illnesses and make them public on the media".
This clearly stipulates the responsibility of charity calling people to publicly disclose information about the amount of money received.
