Mr. Huynh Thanh Hai is Deputy Head of the Department of Education and Training, civil servant, main specialist, code 01.002, salary grade 4/8, coefficient 5.42; transferred to be Deputy Principal of a high school from July 1, 2025.
Mr. Hai asked, can he be transferred to the title of High School Teacher, grade I, code V.07.05.14, grade 4/8, coefficient 5.42 if he meets the training and fostering standards according to the title?
Regarding this issue, the Ministry of Education and Training answers as follows:
The transfer of teacher professional titles is carried out according to the provisions of Article 30 of Decree No. 115/2020/ND-CP and ensures the principles specified in Clause 5, Article 5 of Circular No. 08/2023/TT-BGDDT as follows:
a) Appointment to the professional title rank corresponding to the professional title rank held when meeting the standards of the appointed professional title rank and transfer to the salary coefficient equal to or higher than the nearest salary coefficient of the transferred rank according to the guidance in Circular No. 02/2007/TT-BNV dated May 25, 2007 of the Ministry of Home Affairs guiding salary ranking when increasing ranks, changing ranks, changing grades of civil servants and public employees and according to current legal regulations;
b) When transferring professional titles, they are not allowed to be combined with promotion to professional titles, not combined with salary promotion;
c) When transferring professional titles, it is not required that public employees have a certificate of training according to the professional title standards of the job position transferred;".
Thus, if Mr. Huynh Thanh Hai meets the standards of the professional title of High School Teacher of Grade I (code number V.07.05.13), he is appointed to the professional title of High School Teacher of Grade I (code number V.07.05.13) and is ranked with a salary coefficient of 5.42.
The Ministry of Education and Training also requested Mr. Hai to provide a dossier proving that he meets the standards for the professional title of High School Teacher Grade I (code number V.07.05.13) to the competent authority to transfer professional titles in the locality for specific guidance.
