Teachers participating in upgrading training standards will receive 100% of their salary and allowances
Decree 311/2025/ND-CP amends Decree 71/2020/ND-CP on raising the teacher's standard qualifications. The Decree eliminates the bidding method, maintains the task assignment and ordering method; at the same time, allows teachers to proactively register for admission to public training institutions when the locality is not qualified to open classes. Teachers who study by themselves and have been granted a degree since July 1, 2020 but have not yet been paid tuition fees will be refunded.

Teachers participating in upgrading training are entitled to 100% of their salary and allowances, their study time is included in the continuous working period and all tuition fees are paid. The Decree also adds a policy of supporting a minimum of VND800,000/month for private and public preschool teachers in industrial parks with 30% of children being children of workers.
The Decree adjusts additional regulations related to implementation plans, reporting regimes, funding and the responsibility of the Provincial People's Committee in issuing support policies. Many universities have tightened or sharply reduced the admission quota for high school transcripts in the 2026 admission season, forcing high school students to change their review strategy. Suspending unlicensed tutoring facilities in Da Nang
A resident sent a report through the Da Nang catering Portal about an extra-curricular facility in Hoa Cuong ward with many unusual signs. The teacher, Ms. H.T.N.A, did not have a degree or pedagogical certificate, spontaneous teaching activities and caused noise, disorder, affecting the lives of residential areas.

Immediately after the reflection, the People's Committee of Hoa Cuong Ward directed the establishment of an inspection team and conducted a surprise verification. The working group discovered that Ms. H.T.N.A was teaching English to 6 students in grades 1 and 2, but could not present a business license or a license to organize extra teaching and learning.
Ms. H.T.N.A only has a Bachelor's degree in Economics, not pedagogical expertise as prescribed.
