Organizing extra classes must be consistent with the actual abilities and needs of students, not create psychological pressure, while maintaining the principles of voluntariness, publicity, and transparency to ensure the best interests of students as well as parents.
Ms. Trang believes that tuition fees also need to be transparent, avoiding overcharging or setting fees that are too high, causing financial pressure on parents.
Speaking to Lao Dong Newspaper, Mr. Ho Giang Long - Deputy Director of the Department of Education and Training (DET) of Quang Binh said that he has proposed additional regulations to effectively manage extra teaching and learning activities.
The Deputy Director of the Department of Education and Training informed that it has proposed that for extra teaching and learning in schools, the remuneration for teachers directly teaching extra and costs related to extra teaching and learning must be stipulated in the internal spending regulations of the unit.
This funding source must be managed and used in accordance with the provisions of the law on finance, budget, accounting and related regulations.
Regarding the above issue, the People's Committee of Quang Binh province has also requested the Department of Education and Training to coordinate with relevant agencies to urgently advise the Provincial People's Committee to issue new regulations on extra teaching and learning, ensuring compliance with reality and strict management requirements in the current period.
The Provincial People's Committee has assigned the Department of Education and Training to regularly review and grasp information to promptly advise and propose amendments, supplements and improvements to regulations on extra teaching and learning to ensure consistency with reality and meet the requirements set out in the new situation.
The Provincial People's Committee also requested to synthesize and propose financial support for affiliated units to organize review and student development, contributing to improving the quality of education, especially for final year students.
The People's Committees of districts, towns and cities are assigned the responsibility of closely directing general education institutions in the area to strictly implement regulations on extra teaching and learning, and strictly handle violations.
