Provincial road DT.586 connecting National Highway 9 with the center of communes in the Ly region (Quang Tri province) is a vital traffic route, serving socio-economic development, rescue and relief in the western border area of the province. However, for many years, this route has been often cut off during the rainy season due to the existence of many culverts and spillways, especially at Km3+937 and Km12+771 through lia commune.
On July 25, Mr. Tran Dinh Dung - Chairman of the People's Committee of lia commune said that DT.586 is the only road leading to the commune center. The construction of 2 flood-proof bridges at Km3+937 and Km12+771 has been prolonged, making it very difficult for people, civil servants, medical staff, and teachers to travel every time the flood comes.
The project to build 2 flood bridges was approved by the People's Committee of Quang Tri province to be implemented from August 2024, with a total investment of 26.8 billion VND, the total length of the route is nearly 730m. However, the project is still in disarray. Contractors have completed the main structure of the bridge with a construction value of about 10.3 billion VND, but have not been able to construct the approach roads at both ends of the bridge, embankments, four towers, and auxiliary works due to lack of funding.
Mr. Hoang Anh Quang - Director of the Traffic Maintenance Management Board (Quang Tri Department of Construction) - said that the unit has disbursed 3.1 billion VND, but has not yet fully allocated capital to complete the entire project. Construction is temporarily suspended at the site. Recently, the Provincial People's Committee has decided to adjust capital to continue implementation, the Traffic Maintenance Management Board will direct the contractor to urgently construct to complete on schedule.
Meanwhile, people living near the project are facing daily danger. Mr. Pa Muoi (born in 1950, residing in village 10, lia commune) expressed: "Every time there is heavy rain, the water rises from half a meter to 2 meters, overflowing through the old road at the foot of the bridge. To get to the commune center, you have to take a ferry, which is very dangerous. When the water receded, the road was muddy and slippery, motorbikes could not travel.
It is known that the completion date of the project is October 31, 2025. With just over 2 months left until the time, while the construction site is still unfinished, people continue to suffer because of mud and the risk of isolation. If not completed soon, the cutting will recur in the upcoming rainy season.
