On April 27, according to Lao Dong, the People's Committee of Lang Son province issued Decisions approving the adjustment of the Feasibility Study Report for two Sub-projects of site clearance in Trang Dinh and Van Lang districts, part of the Dong Dang (Lang Son province) - Tra Linh (Cao Bang province) expressway construction project phase 1 under the form of public-private partnership (PPP).
According to the decisions signed by Mr. Luong Trong Quynh - Vice Chairman of Lang Son Provincial People's Committee, the recovered land area and the total investment in both localities will be adjusted to increase to suit the actual requirements of the project.
In Trang Dinh district, the recovered land area was adjusted to increase from 194.47 ha to 247.91 ha, an increase of 53.44 ha compared to the initial approval.
The total investment of the Sub-project has also been adjusted from more than 454.5 billion VND to more than 509.1 billion VND. Of which, compensation, support and resettlement costs increased from VND 301.47 billion to VND 365.12 billion due to the expansion of the reclaimed area.
In addition, the total investment for the package project of the Residential Area of Pac Luong village was updated from 58.5 billion VND to more than 75.16 billion VND, in accordance with the previous separate approval decision of the Provincial People's Committee.
The sub-project also added the cost of land measurement and site clearance depots of more than 4.5 billion VND, while adjusting the contingency cost down sharply from 41.3 billion VND to nearly 10 billion VND.
In Van Lang district, the recovered land area was adjusted to increase from 166.66 ha to 210.5 ha, an increase of 43.84 ha.
The total investment of the Sub-project was adjusted from nearly 490 billion VND to more than 619.35 billion VND. Compensation, support and resettlement costs increased from VND 344.92 billion to VND 453.5 billion.
In addition, the cost of organization and implementation and other costs have also increased to meet the workload arising from the expansion of land acquisition areas.
The cost of moving technical infrastructure is adjusted according to the new design documents and estimates, while reducing the cost for telecommunications items that some units move themselves.
Notably, the contingency cost of the Van Lang Sub-project has also been adjusted down sharply, from VND 44.5 billion to VND 12.5 billion.
Both decisions clearly stated that the adjustment of total investment and land acquisition area is necessary to suit the reality of the project implementation and decisions approving the adjustment of the updated land use plan. Other contents of the two sub -projects remain the same according to previous approval decisions.
The People's Committee of Lang Son province requests relevant departments, branches, the People's Committee of Trang Dinh district and the People's Committee of Van Lang district and functional units to seriously implement the project, ensuring site clearance progress, serving the construction of the Dong Dang - Tra Linh expressway according to the set plan.
The Dong Dang - Tra Linh Expressway project is a strategic transport route, playing an important role in connecting Lang Son with Cao Bang and the northern mountainous provinces, while opening up great opportunities in promoting border trade between Vietnam and China.
